Adding a Name to a Birth Certificate in Tripura
A certificate that says male child or female child and no name is not a mistake anybody made. It is exactly what the law expects when a birth is registered within days, before the family has chosen a name. Adding the name later is a specific provision with its own rules, its own timing and its own fee position, and it is not the same thing as correcting a wrong name. This page explains the two windows you have, what happens once both have closed, and why no newspaper notice is involved.
Apply to the Registrar who registered the birth under Section 14 of the Registration of Births and Deaths Act, 1969, giving the name in writing. Within twelve months of registration the name is entered without any charge. Beyond that it is entered on payment of the prescribed fee, commonly for up to fifteen years from registration. Once both windows close the administrative route shuts, and the way forward is an order from a Magistrate under Section 13(3).

Why a birth certificate has no name on it
A birth has to be registered within twenty one days. Families frequently have not settled a name by then, and in many households the naming happens at a ceremony some weeks later. The law accommodates this rather than fighting it: a birth can be registered, and a certificate issued, without the child's name, and the name is entered afterwards when there is one.
That is worth knowing because it changes how you approach the counter. You are not there to complain that somebody left a field empty or to prove that an official erred. You are completing a record that was deliberately left open for you, using the provision written for exactly this. Clerks treat the two conversations very differently.
Section 14 and Section 15 are different things
Most guides treat every birth certificate problem as one topic. The Act does not, and knowing which provision you are under tells you what to expect on fees, timing and evidence.

How to add the name in Tripura

Named on the certificate. In Agartala the Corporation, elsewhere the municipal body, the Block Development Officer or, in TTAADC areas, the Sub-Zonal Development Officer.
Check the registration date
Not the date of birth. The windows run from registration.

A parent or guardian states the name to the Registrar.
Add an affidavit if asked
Usual once you are past the first period. Both parents commonly sign.

Collect and check

Notice how much lighter this list is than the one for a correction. You are telling the Registrar something new rather than asking him to accept that the register is wrong, and the evidence burden reflects that.
When both windows have closed
This is the situation that brings most adults to this page: a birth registered decades ago, a name never entered, and a Registrar who says the period for adding it has passed. The administrative door really has closed, and arguing at the counter will not reopen it. There is, however, another door.

It usually surfaces at the worst moment: a passport application, a job verification, a scholarship form, or a foreign admission that asks for a birth certificate for the first time in thirty years.
First, check what you actually have
- Is the name blank, or is a different name printed?
- Is the registration recent enough to be within the fee window?
- Does the office that issued it still hold the register?
- Do your school records name the same parents?
Then pick the right route

- The name is right and you use another: a Gazette, going forward

Adoption and the birth register
Adoption is handled within the registration system rather than around it. On the adoption of a child, the names of the adoptive parents and a new name for the child can be entered in the birth register, which is a different operation again from both adding a missing name and correcting a wrong one.
Two practical points follow. The adoption order is the document that drives it, so nothing should be attempted before that exists. Where a Gazette does and does not help here
Adding a missing name needs no publication of any kind. There is nothing to announce, because nobody is changing anything; a record is being completed. So for the ordinary case on this page, put the Gazette out of your mind.
There is one point worth being precise about, because it catches people who have already published. A Gazette notification does not update a birth certificate by itself. Even where someone has a published notice in hand, somebody still has to apply to the Registrar holding the entry, and the Registrar still acts under the Act rather than on the notice. Publication and registration are separate systems, and the notice is evidence rather than an instruction.

Timing
- Letting the free first year pass for no reason
- Counting the window from the birth instead of the registration
- Waiting until a passport application forces it
- Assuming the window never closes
