Notice what this means. Somebody quoting you a single all-inclusive figure has folded a Government fee they do not set, two newspaper rates they do not set, and their own margin into one number. You cannot tell whether the margin is fifty rupees or five thousand. That is why we do not do it.

Three things you will read elsewhere are simply wrong, and each one will cost you if you plan around it. That the fee is Rs 700 to 900: it is not. That it can be paid by demand draft, postal order or cash: it cannot, BharatKosh is the channel. That it is fixed: it is revised annually, so anybody quoting it as a permanent figure is quoting you last year's homework.

Why the minor fee is higher. People assume a child's notice must be cheaper. It is the other way round. If you are filing for a child, budget the higher figure and read minor name change in Tripura.

Stamp paper and notary charges

These are the two smallest amounts in the whole process, and they are also the two where you are most likely to be quietly overcharged, because most people have no idea what either should cost.

Stamp paper

Stamp duty is a state subject, so the value used in Tripura is what your local stamp vendor or the notary's clerk advises. It is small. Ignore the figures you find online, which are written for other states and quoted with confidence by people who have never bought stamp paper in Agartala.

Notary attestation

A modest charge for the seal and signature. If a shop offers you a single price for typing, stamp paper and notary together, ask which part is which before agreeing. You are entitled to know what the stamp cost.

Newspaper costs, and the myth that multiplies them

This is the one part of the bill you can genuinely control, and it is the one most often inflated. The inflation comes from a single false belief, repeated confidently across the internet: that a name change must be advertised in a national newspaper.

The money vocabulary of this process, defined plainly.

Government fee
The amount paid to the Government of India for publishing your notice, commonly Rs 1,100 for an adult and Rs 1,700 for a minor, revised each financial year and never refunded.
Service charge
What a consultant charges for doing the work. It is a separate thing from any Government fee and should always be quoted as its own line.
BharatKosh
The Government's Non-Tax Receipt Portal at bharatkosh.gov.in, the only accepted channel for the Central Gazette fee. Its receipt goes into the file.
Non-refundable
Once paid, the Government fee is not returned in any circumstances, including a rejected file. It is the reason accuracy is cheaper than speed.
Classified text advertisement
A plain text newspaper notice charged by character, word or line. It is the cheapest format and everything a Gazette file needs.
Column centimetre
The unit display advertising is sold in, one centimetre of depth in one column of width. Display formats cost far more than text advertisements.
Enhancements
Borders, background tints and bold type sold as extras by advertisement desks. They add cost and add nothing to your file.
At actuals
Billed later at whatever it turns out to cost, rather than included in a quote. Always ask which items are quoted at actuals.
Non-judicial stamp paper
Government stamped paper used for affidavits. Stamp duty is a state matter, so the value used in Tripura is what your local vendor advises.
Minor fee
The higher Government fee charged when a Gazette notice is filed for a person under eighteen, commonly Rs 1,700 against Rs 1,100 for an adult.
