Within Tripura's civil registration structure, the urban Registrar for Agartala is the Health Officer of the Municipal Corporation. That is a specific post rather than a general office, and it matters when you arrive: a birth certificate correction is not a counter service like paying a tax, and asking at a general enquiry window often produces a shrug.

The Corporation itself is an old institution, formed in 1871 and the oldest municipal body in the North East, now covering 51 wards. Its registers therefore go back a long way, which is good news if your birth is old and the entry was properly made, and less good news if it was not.

Ask for the Registrar of Births and Deaths by that title. It identifies what you need faster than describing your problem, and it tells the person in front of you that you know which function you are looking for rather than which room.

The 2004 boundary extension, and why it matters to you

Agartala's municipal area is not what it was. Under an Urban Development Department notification dated 2 July 2004, the municipal area was extended, taking in sixteen gram areas of Dukli block, seven of Mohanpur block and two of Jirania. Places that were rural then are inner city now.

Civil registration does not follow you when a boundary moves. A birth registered in one of those areas before the extension was registered by the rural authority of the day, and that register entry remains where it was made. So a family living comfortably inside Agartala today, holding a certificate from before 2004, may find that the Corporation has no entry for them at all.

What the Corporation's website currently tells you

Very little, and it is better to know that before you go looking. The Corporation maintains a portal at agartalacity.tripura.gov.in, and at the time of writing its birth and death registration section shows as a page under construction rather than setting out a procedure.

We mention this not as a criticism but as practical advice. People spend evenings hunting for an official page that will tell them the form, the fee and the counter, conclude that they must be searching badly, and give up. There is no such page to find at present. What that means for you is simple: the information comes from the office itself, by asking, and from pages like this one. Check the portal anyway before you travel, because a page under construction today may be a full procedure next year.

The hospital slip is not a birth certificate

Families arrive at the Corporation holding a paper from the hospital with the baby's details on it, and are told it is not the document they think it is. That conversation goes badly because the paper looks official, is signed, and was issued by a real institution.

So keep the hospital paper, because it is one of the best pieces of evidence you can bring to a correction. Just do not expect it to serve as the certificate itself.

Wards, addresses and entries made long ago

Two things change over decades and neither changes the register: your address and the ward numbering. An entry made in 1990 sits where it was made, described by the area as it was then, and the Corporation locates it from the registration details rather than from where you live now.

Where a refusal stands and you believe it is wrong, the chain above the Corporation runs to the District Registrar and then to the Chief Registrar of Births and Deaths for the state. A stamped application is what lets you use that chain; a verbal exchange at a counter gives you nothing to take upward.

Filing it while you stay in Agartala

Only one office in India accepts a personal name change file, the Department of Publication at Civil Lines, behind the Delhi Vidhan Sabha Metro Station, Delhi 110054. There is no Gazette counter in Agartala, whatever anybody tells you near the court. Your part is local and short: an affidavit sworn before a notary in person, and notices in one Bengali daily and one English daily with identical wording, keeping the complete original page of each. Our Delhi head office lodges the file in person. The Government fee is commonly Rs 1,100 for an adult and Rs 1,700 for a minor, on BharatKosh only, non-refundable and revised each financial year, with our service charge always given as a separate line. What should I do if I am refused?+
First consider whether the refusal is right, because if the register agrees with the certificate then nothing is wrong and your case is a change of name. If it is wrong, apply in writing, keep the acknowledgement, and take it to the District Registrar and then the Chief Registrar's office.
What does it cost?+
A small fee set by the Corporation, plus stamp paper and a notary charge if an affidavit is asked for. We do not publish their figure because it is theirs to revise, and a stale number is worse than none. We charge nothing for telling you where to go.
Can I add a missing name at the Corporation?+
Yes, where the Corporation holds the entry. That is a different provision from a correction, free within twelve months of registration and on a small fee for years afterwards, and it has windows that a correction does not.
