The rule is one Bengali daily and one English daily circulating in Tripura, with the same wording in both. Agartala has several dailies of each language published from the city, so you do not need a Kolkata or Guwahati paper. Agartala Municipal Corporation and name change: what it does and does not do
Agartala Municipal Corporation, at City Centre Complex, Paradise Chowmuhani, is the Registrar of Births and Deaths for the city through its Health Officer. That makes it the office for a birth certificate correction under Section 15 of the Registration of Births and Deaths Act, and for entering a child's name on a blank certificate. It is not a name change office. It does not publish anything, it does not attest affidavits for the Gazette, and it does not need a Gazette to correct its own clerk's slip. It also changes the name on a house tax record for a property in the city, on the Gazette and the sale deed.
