For a personal name change in Tripura, you use the Central Gazette, the Gazette of India, Part IV. The Tripura Gazette is a weekly Government record printed by the Tripura Government Press in Agartala, and it has no clear published route for a private person to file a name change notice. The Central Gazette is accepted everywhere in India, costs commonly Rs 1,100 for an adult, and takes 30 to 45 days.
You will read on many websites that India has "two options" for a name change Gazette, and that the State Gazette is "sufficient for most private individuals". That is written for Maharashtra, Bihar or Karnataka, where a citizen can walk into the state press with a form and a fee. It is not written for you. In Tripura there is no such form, no such fee and no such counter. So the real question is not "which is better" but "which one can you actually file".

What the Central Gazette is for your name change
The Central Gazette is the Gazette of India, the official journal of the Government of India. It is published by the Department of Publication under the Ministry of Housing and Urban Affairs, from its only office at Civil Lines, Delhi 110054. It comes out in numbered parts. Part IV is the part for notices that come from private persons rather than from the Government, and that is where your name change is printed.
Because it is the Central Government's own record, it is accepted in every state and by every central body: Passport Seva, UIDAI, the Income Tax Department for PAN, every scheduled bank, EPFO, and every university and board that asks for a Gazette. It is also the copy that an embassy or a foreign employer recognises. The published notice is a free PDF from egazette.gov.in, digital only since October 2015, and it never expires.

What the Tripura State Gazette is, and what it prints
The Tripura Gazette is the journal of record of the Government of Tripura. It is published weekly by the Tripura Government Press, under the General Administration (Printing and Stationery) Department, in Agartala, and you can read the issues at egazette.tripura.gov.in. The Press's own description of it is a Government record: it prints official notices from the state's departments, such as appointments, rules, transfers, acquisitions, election notices and High Court matters.
What it does not carry, on any published page, is a form, a fee or a procedure for a private resident of Tripura to announce a personal name change. Some states have that. Maharashtra has a citizen name change section in its Government Gazette with its own fee. Bihar publishes personal notices through the Bihar Secretariat Press. Tripura does not publish a citizen procedure of that kind. If you ask the Press whether they will print your notice, you may get an answer, but there is nothing you can point to in advance that says "here is how a citizen applies and here is what it costs".

Why "no clear published route" is the honest answer for Tripura
You will notice we do not say "Tripura has no State Gazette". It does. We do not say "the Tripura Gazette never prints a name". A department can route an employee's change through it. What we say is exact: there is no published form, fee or procedure for a private resident of Tripura to file a personal name change notice in the Tripura Gazette. We checked the Press's own site and the state portals before writing this, and we file Tripura cases every week.
That is different from Uttar Pradesh, where the state runs a Rajpatra but residents still use the Central Gazette, and different again from Assam next door, which does run a citizen name change route through its Directorate of Printing and Stationery, but only for Assam residents. Should you publish your name change in both Gazettes?
No. Some pan-India sites suggest "publishing in both for maximum acceptance". For a Tripura resident that advice doubles your cost for nothing: the Central Gazette already covers every office inside Tripura and outside it, and there is no published personal route in the Tripura Gazette to add on top. One Central notice, one fee, one PDF, and you are done.
The only person who might end up with two is a Tripura State Government employee whose department insists on a state notification for the service book and who also needs a passport. Even then, ask the department first whether the Central notice is enough, because it usually is.
If you work for the Tripura State Government
Your case has an extra step, and it is the one place the Tripura Gazette can genuinely enter the picture. State Government departments update a service book through their establishment section, and some ask for a name change notification to be routed through the department to the Tripura Gazette. Others accept the Central Gazette with a deed of change of name. There is no single rule across departments.
So before you spend a rupee, ask your establishment or administration section, in writing, which Gazette they will accept on your service record. Then we build the file to match. What Assam and West Bengal do, and why it does not help you
Assam Gazette
Assam runs a citizen name change route through its Directorate of Printing and Stationery. It is for residents of Assam with an Assam address proof. A Tripura address does not qualify, whatever an agent in Guwahati or Silchar tells you. Even if it printed, a Passport Seva Kendra would ask why a Tripura resident carries an Assam Gazette.
West Bengal Gazette, Part II
West Bengal publishes personal notices in Part II of its Gazette. It is for West Bengal residents. Bengali-speaking Tripura residents are sometimes sold this route because the language is the same. The language of the notice is not the test; your residence is.
Neither neighbour's Gazette is a substitute for the Central Gazette in your hands. The Gazette of India is the one document that is yours to file from Tripura and is accepted in Guwahati, Kolkata, Delhi and abroad alike.

We read the top ranking pages on this question before writing. These are the lines that do not hold in Tripura.
"State Gazette is faster and cheaper"
Only where a state publishes a citizen route with a fee and a timeline. Tripura publishes neither, so there is nothing to be faster or cheaper with.
"For most private individuals a State Gazette is sufficient"
Not in Tripura, and not for a passport anywhere. For a change of name, Passport Seva expects the Gazette of India; the one exception is a plain surname change on marriage, where the marriage certificate is listed instead, as explained on name change after marriage in Tripura.
"Publish in both to be safe"
Double the cost, no extra acceptance. One Central notice covers you everywhere.
"Gazette office in Agartala"
The Tripura Government Press is in Agartala, but it is not a Central Gazette counter. The only Central Gazette office is Civil Lines, Delhi 110054, and how your file gets there is on the Gazette office address page.

- The section of the Gazette of India that carries notices from private people rather than from the Government. A personal name change appears here and nowhere else.
- Proforma
- The typed page that becomes your Gazette notice. It is filed in two identical copies, signed in your existing old name, and witnessed by two people.
- CD certificate
- A signed page declaring that the soft copy and the hard copy of your notice carry the same matter, that you are responsible for any mismatch and for the quality of the CD, and that the file is in MS Word format.
- Request letter
- The covering letter addressed to the Controller, Publication Department, Civil Line, Delhi 110054, stating that the formalities are complete and the documents are enclosed.
- Affidavit
- A written statement you swear is true before a notary. For a name change it records your old name, your new name, your parent's or husband's name, your address and the reason.
- Deponent
- The person who swears an affidavit. For a minor's name change the deponent is a parent, never the child.
- Verification clause
- The closing paragraph of an affidavit stating the place and date and confirming that the contents are true to the best of your knowledge and belief.
- Two witnesses
- The Gazette notice carries two witnesses, each giving a signature, a full name and a complete address. Initials or a partial address are a common reason a file is returned.
- Newspaper notice
- The same wording published in one Bengali daily and one English daily circulating in Tripura. The complete original page of each is kept, because a cutting is refused.
- BharatKosh
- The Non-Tax Receipt Portal at bharatkosh.gov.in, the only accepted channel for the Central Gazette fee.
- e-Gazette
- The portal at egazette.gov.in where published notices are searched and downloaded free. Gazette publication has been digital only since October 2015.
- Department of Publication
- The office of the Government of India that publishes the Gazette, at Civil Lines behind the Delhi Vidhan Sabha Metro Station. It is the only office in the country that accepts a personal name change file.
