Quick answer

The Gazette office for a name change from Tripura is the Department of Publication, Ministry of Housing and Urban Affairs, Civil Lines, Delhi 110054, behind the Vidhan Sabha Metro Station. It is the only Central Gazette office in India. There is no Gazette counter in Agartala. From Tripura your file reaches it by Speed Post in your own name, by travelling, or by hand delivery through our Delhi head office.

The address question sounds small. It is where most Tripura applicants lose their originals. Websites show a "Gazette office, Agartala" with a Delhi pin code, or point you to the Government of India Press on Minto Road, or to a book shop on Baba Kharak Singh Marg. Post your only newspaper pages to any of those and they are gone, and the Department does not return documents even when they reach the right place. So here is the one address that is correct, and how you get your file to it safely.

Key takeaways

  • One office: Department of Publication, Civil Lines, Delhi 110054. Write it exactly that way on the request letter and the envelope.
  • The pin code 110054 belongs to Civil Lines, Delhi. "Agartala 110054" is a Delhi address with a Tripura label.
  • The Government of India Press at Minto Road prints the Gazette but does not receive your file. Kitab Mahal is a book shop.
  • From Tripura, the Department accepts your file personally or by post or courier, in your own name. Nobody else's name goes on it.
  • Nothing you submit is returned, so what you post is what you lose if it goes to the wrong address.
  • Our Delhi office exists so your originals travel by hand, in your name, and come back with an acknowledgement.

The Gazette office address for your name change file

Gazette office address for name change from Tripura: Department of Publication, Civil Lines, Delhi 110054
The Department of Publication at Civil Lines, Delhi, where every Part IV name change notice in India is submitted.

Write the address on your request letter and on the envelope exactly like this:

The Controller of Publications
Department of Publication
Ministry of Housing and Urban Affairs, Government of India
Civil Lines, Delhi 110054

The request letter inside your file is addressed to the Controller of Publications at this address, asks for publication of the enclosed notice in Part IV of the Gazette of India, lists the enclosures, and gives your phone number and email. The full document list is on the documents required page.

The building sits in the Civil Lines area of North Delhi, behind the old Delhi Vidhan Sabha building, off Khyber Pass Road. It is a working Government office, not a shop front. If you are looking at a map, the plus code M6QF+6F3 points to the Department's sales counter and main office.

How to reach the Gazette office in Delhi from Tripura

✈️

Agartala to Delhi

Fly from Maharaja Bir Bikram Airport, Agartala, to Delhi. Direct flights exist; many route through Kolkata or Guwahati. Allow a full day each way.

🚇

Metro

From Delhi Airport, the Airport Express to New Delhi, then the Yellow Line north to Vidhan Sabha station. The office is behind the old Vidhan Sabha, a short walk. Do not get off at Civil Lines station; the area and the station share a name but the office is nearer Vidhan Sabha.

🕑

Timing

Reach before the forenoon counter window opens. The counter keeps short hours, and a file that arrives after the window means another day in Delhi.

Be honest about the trip. A round trip from Tripura for one counter visit costs more than most people expect, and the counter may raise a query that needs a corrected page you left in Agartala. If you are not already in Delhi, the trip is rarely the best of the three options below.

Wrong Gazette office addresses that lose Tripura files

All four of these are currently printed on pages that rank for this search. Each one has cost someone their originals.

Wrong addresses shown online for the Gazette office and why each is wrong
What you will seeWhat it actually isWhat happens to your file
"Gazette office, Agartala, Tripura 110054"A Delhi pin code pasted under a Tripura heading. No such office existsUndeliverable or lost
"Tripura Government Press, Agartala"Prints the Tripura Gazette, a state Government record. Not a Central Gazette counterNot accepted for a Part IV notice
"Government of India Press, Minto Road, Delhi 110002"The press that prints the Gazette. It does not receive name change applicationsSits in the wrong building
"Kitab Mahal, Baba Kharak Singh Marg, New Delhi 110001"A Publications Division book shop, unrelated to name changesSits in a shop
Why this matters more from Tripura. A Delhi applicant who posts to the wrong building can walk over and fix it. From Agartala you find out three weeks later, when nothing has been acknowledged, and by then the newspaper pages you cannot reprint are in a mail room somewhere.

Three ways your Gazette file gets from Tripura to Civil Lines

The Department accepts your application personally or by post or courier, in your own name. These are the three honest ways to do that from Tripura.

1

You travel and submit in person

You carry the file to the counter yourself, hand it over in the forenoon window, and receive the acknowledgement on the spot. The safest for the originals, the most expensive in time and fares from Tripura, and any query at the counter needs you back again.

2

You post it by Speed Post

You send the complete file by India Post Speed Post from any head post office in Tripura, addressed exactly as above, in your own name. Cheap, but your only newspaper pages and your affidavit are in a parcel, and a query comes back to you by post weeks later.

3

It goes by hand through our Delhi office

Your file is checked at Capital Complex in Agartala, carried to our Delhi head office, and delivered to the Civil Lines counter in your name. You get the acknowledgement the same day, and if the counter wants something adjusted, it is handled in Delhi, not sent back to Tripura.

What "in your own name" means for option 3. The applicant on the request letter, the proforma, the undertaking and the receipt is you. Our office delivers the envelope and collects the acknowledgement for you; it does not become the applicant. That is exactly what the Department's guidelines allow.

How a Gazette file travels from Agartala to the Delhi counter

The Agartala end of this journey, hand delivery against courier and the desk checks, is on Gazette name change in Agartala.

📱

Day 0, Tripura

You send scans on WhatsApp. Every page is checked for spelling against your ID. You sign the typed pages and get the affidavit notarised in your district.

📦

Day 1 to 3, Agartala

Originals reach Capital Complex, or you hand them in. The file is assembled in the Department's order and the BharatKosh receipt is printed.

✈️

Day 3 to 6, in transit

The sealed file travels to our Delhi head office at Hardev Nagar. It never goes through a mail room addressed to a Government building.

🏛️

Day 6 to 8, Civil Lines

Delivered at the counter in the forenoon window, in your name. Acknowledgement collected and sent to you the same day. The 30 to 45 day clock starts.

From here the file is with the Department. The Saturday search and the free download are on check status and download your Gazette copy, and what a returned file means is on time, fees and rejection reasons.

What each way of reaching the Gazette office costs you

The Government fee is the same whichever way the file travels. The difference is what the journey costs and what you risk.

Cost and risk of each way of getting a Gazette file from Tripura to Delhi
WayYour cost beyond the Government feeRisk to your originalsIf the counter raises a query
Travel yourselfReturn fares Agartala to Delhi, one or two nights, local travelLow, you carry themAnother trip, or a long wait
Speed PostPostage, a few hundred rupeesHighest: originals in a parcel to a mail roomReply by post, weeks lost
Through our Delhi officeOur service charge, quoted per case as a separate lineLow, carried by handHandled in Delhi the same week

The Government fee itself is commonly Rs 1,100 for an adult and Rs 1,700 for a minor, paid on BharatKosh as shown on the fee payment page, revised each financial year, and non-refundable. Package pricing is on the services page.

What happens when your file reaches the Gazette office

The counter receives the envelope, checks that the request letter, the proforma in duplicate, the undertaking, the newspaper pages, the affidavit, the IDs, the photographs, the soft copy with its certificate and the BharatKosh receipt are all present, and stamps an acknowledgement. That stamped receipt is your proof of filing and carries the reference you quote in any later call or email to the Department.

If something is missing or does not match, the counter says so there and then. That single fact is the strongest argument for hand delivery: a query answered on the spot costs nothing, while the same query by post from Tripura costs you weeks and, if the newspaper page has to be reprinted, money.

After acceptance the file joins the Department's queue. Part IV of the Gazette of India is published on a weekly cycle, and personal notices commonly appear 30 to 45 days after acceptance. You then download the PDF free from egazette.gov.in. Nothing is posted back to you, and nothing you submitted is returned.

Why there is no Gazette office in Tripura

The Gazette of India is a Central Government publication, and the Department of Publication that runs it has one office, in Delhi. It has no branches in state capitals. Every state, from Kerala to Tripura, sends its Part IV notices to the same counter. That is not a gap in Tripura; it is how the Central Gazette works everywhere.

What Tripura does have is the Tripura Government Press in Agartala, which prints the Tripura Gazette, the state's own weekly record of Government notifications. It is a different publication with no published route for a private name change, which is why it is not the answer to "where is the Gazette office in Agartala". The full comparison is on Central Gazette vs Tripura State Gazette.

Gazette words used on this page, explained

A short glossary, so nothing on this page needs looking up.

Central Gazette
The Gazette of India, published by the Department of Publication at Civil Lines, Delhi. It is accepted in every office in India, including every office in Tripura, and by foreign missions.
Tripura Gazette
The weekly gazette published by the Tripura Government Press in Agartala. It carries Government orders and notifications and has no published route for a personal name change.
Part IV
The section of the Gazette of India that carries notices from private people rather than from the Government. A personal name change appears here and nowhere else.
Proforma
The typed page that becomes your Gazette notice. It is filed in two identical copies, signed in your existing old name, and witnessed by two people.
CD certificate
A signed page declaring that the soft copy and the hard copy of your notice carry the same matter, that you are responsible for any mismatch and for the quality of the CD, and that the file is in MS Word format.
Request letter
The covering letter addressed to the Controller, Publication Department, Civil Line, Delhi 110054, stating that the formalities are complete and the documents are enclosed.
Affidavit
A written statement you swear is true before a notary. For a name change it records your old name, your new name, your parent's or husband's name, your address and the reason.
Deponent
The person who swears an affidavit. For a minor's name change the deponent is a parent, never the child.
Verification clause
The closing paragraph of an affidavit stating the place and date and confirming that the contents are true to the best of your knowledge and belief.
Two witnesses
The Gazette notice carries two witnesses, each giving a signature, a full name and a complete address. Initials or a partial address are a common reason a file is returned.
Newspaper notice
The same wording published in one Bengali daily and one English daily circulating in Tripura. The complete original page of each is kept, because a cutting is refused.
BharatKosh
The Non-Tax Receipt Portal at bharatkosh.gov.in, the only accepted channel for the Central Gazette fee.
