The Gazette of India stopped printing paper copies on 1 October 2015. Since then the only copy of your notice is the PDF on the e-Gazette portal, and the Department of Publication's own guidelines tell you to download it yourself. That is good news for you in Tripura: nothing is posted, nothing has to be collected from Delhi, and no one can charge you for a "certified copy" that does not exist. The only skill you need is the search, which takes five minutes once you know where Part IV lives.

Use the official address. No login is needed. On the home page, choose Search Gazette.

Weekly Gazette, Part IV

Choose the Extra Ordinary / Weekly Gazette search, set the category to Weekly Gazette, and set the Part to Part IV. Name change notices are never in the Extraordinary Gazette.

Set the Saturday dates

The Gazette of India is published on Saturdays. In the from and to calendars, pick a range of Saturdays starting about four weeks after your file was accepted in Delhi.

Run the report

Click the Standard Report or Search button. The result lists the weekly Part IV issues in your date range, each with a PDF link.

Open each issue and Ctrl+F

Open the PDF and press Ctrl+F (or the search icon on a phone). Type your old name, then your new name. If it is there, the viewer jumps to your entry.

Download the whole issue

Save the complete PDF. Do not crop or re-save just your page. Note the Gazette number, the date and the page number of your entry, and you are done.

Phone or laptop. The portal works on a phone browser, and PDF viewers on phones have a search icon that does what Ctrl+F does. A laptop is easier only because the weekly issue can run to many pages.

How you check the status of a Gazette name change before publication

The honest answer is that the Central Gazette is a publication, not a tracking system. Some State Gazettes, Gujarat for example, run an application tracker with stages like received, verified and published. The Gazette of India does not. Before your notice is printed, there is no page that shows "in process".

What you have instead is your acknowledgement from the Civil Lines counter. With that reference you can call the Department of Publication on 011-23817823 or 011-23819689, or write to acop-dep@nic.in, and ask whether the file has been accepted for printing or has a query against it. A query, if any, usually surfaces within the first two to three weeks. If you have heard nothing and week four has arrived, you start the Saturday searches above.

Files from Tripura take the same time as files from Delhi once they are at the counter. The extra days a Tripura applicant spends are in getting the file there, which is why the delivery route matters more than the search.

Reading your Gazette name change notice once it appears

Your notice is one numbered item in a long list of name change notices, printed in the wording of your proforma: "I, hitherto known as [old name]... have changed my name and shall hereafter be known as [new name]." Above the list is the Gazette of India heading, the issue number and the date. Check three things the moment you find it.

Old name

Matches your ID, letter for letter. This is what the offices in Tripura will read first.

New name

Spelt exactly as you locked it on the proforma, including spaces and initials. This spelling is now your legal name.

Address and parent's name

As on the proforma. A wrong address does not change your name, but an office may ask about it.

If the printed notice is wrong. If the error came from your file, a fresh correction notice and a fresh fee are the only way through. If the error was the Department's, write to acop-dep@nic.in with your acknowledgement, the Gazette number and page, and a scan of your submitted proforma, and ask for a corrigendum. Why the downloaded PDF is your official Gazette copy

From 1 October 2015 the Government of India stopped printing and selling paper copies of the Gazette and moved fully to e-publishing. The Department of Publication's guidelines say it plainly: download the whole Gazette to make your own copy, and it needs no further certification from the Department. There is no counter in Delhi, and none in Agartala, that hands out a stamped version, because there is no stamped version.

Tripura Gazette
The weekly gazette published by the Tripura Government Press in Agartala. It carries Government orders and notifications and has no published route for a personal name change.
Part IV
The section of the Gazette of India that carries notices from private people rather than from the Government. A personal name change appears here and nowhere else.
Proforma
The typed page that becomes your Gazette notice. It is filed in two identical copies, signed in your existing old name, and witnessed by two people.
CD certificate
A signed page declaring that the soft copy and the hard copy of your notice carry the same matter, that you are responsible for any mismatch and for the quality of the CD, and that the file is in MS Word format.
Request letter
The covering letter addressed to the Controller, Publication Department, Civil Line, Delhi 110054, stating that the formalities are complete and the documents are enclosed.
Affidavit
A written statement you swear is true before a notary. For a name change it records your old name, your new name, your parent's or husband's name, your address and the reason.
Deponent
The person who swears an affidavit. For a minor's name change the deponent is a parent, never the child.
Verification clause
The closing paragraph of an affidavit stating the place and date and confirming that the contents are true to the best of your knowledge and belief.
Two witnesses
The Gazette notice carries two witnesses, each giving a signature, a full name and a complete address. Initials or a partial address are a common reason a file is returned.
Newspaper notice
The same wording published in one Bengali daily and one English daily circulating in Tripura. The complete original page of each is kept, because a cutting is refused.
BharatKosh
The Non-Tax Receipt Portal at bharatkosh.gov.in, the only accepted channel for the Central Gazette fee.
e-Gazette
The portal at egazette.gov.in where published notices are searched and downloaded free. Gazette publication has been digital only since October 2015.

Is there a Gazette name change status check by application number?

Not for the Gazette of India. Publication is the status. Some State Gazettes have trackers, but Tripura residents use the Central Gazette, where you search Part IV by name and date.

How do I know which Saturday to search?

Start from the fourth Saturday after your acknowledgement date and search each week forward. Most notices appear between weeks four and seven.

Can I download only my page?

Download the whole issue and note your page. Offices accept a printout of the cover and your page, but the file you keep should be the intact issue, because the Department is not responsible for tampered downloads.

Does the Gazette office send an SMS or email when it is published?

No. There is no notification. You search, or the desk that filed for you searches.

Is the e-Gazette PDF accepted at Passport Seva Kendra Agartala?

Yes. The download is the official copy, and for a change of name Passport Seva expects the Gazette of India notification with the newspaper notice and affidavit. A plain surname change on marriage is the one case where the marriage certificate is listed instead.

Can I get my Gazette copy in Bengali?

No. Part IV notices are printed in English, in the wording of your proforma. Offices in Tripura accept it as it is.
