A change of name is a re-issue for change in personal particulars, filed online on Passport Seva and completed at Passport Seva Kendra Agartala under the Regional Passport Office, Guwahati.

Tripura-specific documents in a name change after marriage

Ration card transfer papers

Adding you to your husband's ration card needs a deletion certificate or surrender slip from your parents' card in your home district, the certificate, both Aadhaars and his card. Ask for the deletion slip when you leave the old card; it is the item people forget.

PRTC in the new name

Your Permanent Resident of Tripura Certificate stays valid on marriage. If you later need it in the married name for a Government job or admission, e-District Tripura issues it against the updated Aadhaar and the certificate.

ST or caste certificate

Caste follows birth, so your own certificate stays yours. If your name changed, a fresh certificate in the married name is applied for through e-District Tripura with the updated Aadhaar, the marriage certificate and your earlier certificate.

Village Committee address proof

If your address proof is a Village Committee or Gram Panchayat certificate rather than Aadhaar, its address must match your affidavit word for word. Updated Aadhaar with the new address is the cleanest choice.

Where the Central Gazette sits in the document list

Read the checklist on this page and one thing separates the items: most of them prove who you are, and only one proves that your name changed. That one is the Central Gazette, a notice published by the Government of India in Part IV of the Gazette of India. For a straightforward married surname you will not need it. For everything the certificate cannot evidence, it is the document that makes the rest of the list mean anything.

A short glossary, so nothing on this page needs looking up.

Central Gazette
The Gazette of India, published by the Department of Publication at Civil Lines, Delhi. It is accepted in every office in India, including every office in Tripura, and by foreign missions.
Part IV
The section of the Gazette of India that carries notices from private people rather than from the Government. A personal name change appears here and nowhere else.
Maiden name
The name a woman held before marriage. A marksheet or degree in a maiden name is normal and is explained by the marriage certificate rather than corrected.
Marriage certificate
The Registrar's certificate naming both parties and the date of marriage. It proves a surname taken on marriage and nothing beyond that.
Affidavit
A written statement you swear is true before a notary. For a name change it records your old name, your new name, your parent's or husband's name, your address and the reason.
Notary public
A person authorised by the Government to witness signatures and certify documents. Notarisation is done in person in Tripura and is the one step that cannot be completed online.
Proforma
The typed page that becomes your Gazette notice. It is filed in two identical copies, signed in your existing old name, and witnessed by two people.
Newspaper notice
The same wording published in one Bengali daily and one English daily circulating in Tripura. The complete original page of each is kept, because a cutting is refused.
CD certificate
A signed page declaring that the soft copy and the hard copy of your notice carry the same matter, that you are responsible for any mismatch and for the quality of the CD, and that the file is in MS Word format.
Department of Publication
The office of the Government of India that publishes the Gazette, at Civil Lines behind the Delhi Vidhan Sabha Metro Station. It is the only office in the country that accepts a personal name change file.
BharatKosh
The Non-Tax Receipt Portal at bharatkosh.gov.in, the only accepted channel for the Central Gazette fee.
Two witnesses
The Gazette notice carries two witnesses, each giving a signature, a full name and a complete address. Initials or a partial address are a common reason a file is returned.

For a surname change on marriage, yes. UIDAI lists the marriage certificate as proof. Carry your existing Aadhaar and, to be safe, a short affidavit.

Do I need a Gazette for the passport after marriage?

Not for a plain marital surname change; Passport Seva lists the marriage certificate or a joint photo declaration. For a first-name change or any other change, yes, with the newspaper pages and affidavit.

Do I need my husband's documents?

Should I carry originals?

What if my marriage certificate is in Bengali only?

Offices in Tripura accept it. For a passport or an office outside the state, carry a translation attested by a notary.

How many photographs do I need?

Two passport size for the Gazette file, one or two for each form. A set of eight from a studio covers the whole journey.
