The Parivahan portal has two halves. Sarathi handles driving licences; the vehicle side, Vahan, handles registrations, and RC services live there under vehicle related services. The office that matters is the one where the vehicle is registered, which the registration number itself names, and that is not always where you live now: a vehicle bought in Agartala and driven in Dharmanagar is still an Agartala registration until it is formally moved.
