Vehicle RC Name Change in Tripura

The single thing to get right here is that correcting your own name on a registration certificate is not a transfer of ownership. The vehicle is not changing hands; the same person is being recorded under the name the Gazette or the marriage certificate now gives. They are different services, with different forms, different fees and very different consequences, and an owner who is talked into a transfer pays road tax and loses the vehicle's history for no reason. If anyone in an RTO tout's office suggests transferring the vehicle "to your new name", that is not what your case needs. Ask plainly for a change in the particulars of the registered owner.

Where the RC application is made, and which RTO holds your vehicle

The Parivahan portal has two halves. Sarathi handles driving licences; the vehicle side, Vahan, handles registrations, and RC services live there under vehicle related services. The office that matters is the one where the vehicle is registered, which the registration number itself names, and that is not always where you live now: a vehicle bought in Agartala and driven in Dharmanagar is still an Agartala registration until it is formally moved. Where the vehicle has been taken to another state for more than the permitted period, a change of address and a fresh assignment are separate questions from the name, and the RTO will tell you which order it wants them in.

Hypothecated vehicles and the financier's letter

If the vehicle was bought on a loan that is still running, the RC carries the financier's hypothecation, and the RTO will not alter the owner's particulars without a letter from that financier saying it has no objection. Getting it is usually simple: the bank or finance company wants the Gazette or the marriage certificate, your loan account number and a request in writing, and issues the letter on its own format. Tell them at the same time to correct the name on the loan account, so the account, the RC and the insurance move together. If the loan is closed but the hypothecation has never been removed from the RC, that removal is a separate service and is worth doing in the same visit.

Commercial vehicles and permits

A commercial vehicle carries more than an RC: a permit, fitness certificate, tax records and often a route or contract in the owner's name. The name correction on the RC is the same service, but the permit and the fitness records are updated alongside it, and the transport office will usually want them all brought together rather than one at a time. Central Gazette behind an RC name correction

A registration certificate records an owner, and an owner is identified by name. When you ask a transport office to print a different name against the same vehicle, it wants to see why, and the answer has to come from a Government record rather than from you. The Central Gazette provides it: a notice published by the Government of India in Part IV of the Gazette of India, which the RTO, the financier and the insurer will each accept without further discussion.

The Department does not publish a request. It publishes a notice, and it wants that notice supported by a set of signed papers. Five items go in, and they are prepared in this order because each one takes its wording from the one before it.

The office of the Government of India that publishes the Gazette, at Civil Lines behind the Delhi Vidhan Sabha Metro Station. It is the only office in the country that accepts a personal name change file.
