Parivahan Sarathi Name Correction for a Tripura Driving Licence

Sarathi is the licensing side of the Parivahan portal, and the vehicle side, where your RC name change is filed, is separate. Its name correction flow is short but unforgiving: it asks for the state that issued your licence before it will look you up, it authenticates you through Aadhaar e-KYC, and it will not let you past the OTP if the mobile linked to your Aadhaar is not the one in your hand. The issuing state: the screen that decides everything

Sarathi is organised by state because the licensing authority is a state office. Your record lives with the state and the RTO that issued the licence, and the portal will only find you if you tell it the right one. A Tripura resident whose licence was issued in Assam, Delhi or Bengaluru during a job posting selects that state, and a person who moved into Tripura and transferred the licence selects Tripura. Selecting your current state for a licence issued elsewhere returns nothing, and applicants read that as "the portal is not working". If you cannot remember, the licence number itself begins with the issuing state and office code.

Moved and want everything local? Transfer the licence to a Tripura RTO first, then do the name change on the Tripura record. Transfer and name change are separate services and there is no rush to combine them.

Aadhaar e-KYC and the OTP on Sarathi

Before the service list appears, the portal authenticates you against Aadhaar: you enter the mobile number, generate an OTP and authenticate with Sarathi. Two conditions have to hold. The mobile has to be the one registered with Aadhaar, because the OTP goes there and nowhere else. And Aadhaar has to carry the name you are applying for, because the whole point of the correction is to bring the licence to the name your identity record already shows. If Aadhaar is still in the old name, the sensible order is Aadhaar first and Sarathi second; see name change in Aadhaar card and, if the mobile is the problem, the Aadhaar Seva Kendra page.

The edit screen: typing the new name

The edit screen shows your existing particulars and lets you change the name. Type it exactly as the document you are about to upload spells it, including the surname form you have settled on. This is where a Tripura application quietly fails: Debbarma typed on the portal, Deb Barma on the Gazette, and a counter that cannot pass either. Decide the spelling once, use it here, on the Gazette, on Aadhaar and everywhere after; the family question is on community surname spelling in Tripura. Check the field before you confirm, because editing after submission means a fresh application.

Scan at the limit rather than above it, and keep the file names simple. A rejected upload at this stage is only an inconvenience; a wrong document accepted here becomes a rejection at the counter, which costs a visit.

Payment and the acknowledgement

The fee is paid on the portal by card, net banking or UPI, and the amount is shown on the payment screen for your state and service; in most states a name change in a licence sits in the low hundreds once the smart card and service charges are added. When the payment succeeds the portal produces an acknowledgement carrying the application reference number, your licence number and the service applied for. Download it, print it, and keep the payment receipt with it. Paying does not approve anything: it books your application into the RTO's queue. Where the office wants an appointment, the same portal offers the slot.

Tracking the application

Application status sits under driving licence related services on the portal and asks for the application reference number, the licence number and the date of birth. It shows whether the application is with the RTO, whether a document has been objected to, and when the card has been printed or dispatched. Check it a few days after the counter visit rather than daily; nothing moves between the application and the verification. If the status has not changed for weeks after verification, the reference number is what you quote when you ask the RTO.

What the RTO does next

The licensing authority verifies your originals against the uploads, satisfies itself that the person applying is the person on the licence, and approves the change; then the new smart card is printed with the same licence number and validity and either posted to the registered address or kept for collection. Central Gazette and the upload screen on Sarathi

The portal walkthrough on this page stops at one box for many applicants: the place where a name proof has to be attached. Aadhaar and e-KYC handle spellings that already exist somewhere. A change of name does not exist anywhere until it is published, and the portal cannot invent it. The Central Gazette is what goes in that box, being a notice published by the Government of India in Part IV of the Gazette of India, available as a PDF that you can upload as often as you need.

The four papers in a Gazette file, and the two newspaper notices

People imagine the Gazette is one form. It is four signed papers and two printed notices, and a file missing any one of them waits at the counter instead of going forward. This is the whole set, in the order it is prepared.

5The proforma, in two copiesThe notice itself, in the Department's own wording: I, hitherto known as the old name, of the stated address, have changed my name and shall hereafter be known as the new name, with the line certifying that other legal requirements have been complied with. It is signed in your existing old name, and carries two witnesses, each giving a signature, a full name and an address.

Two details cost people weeks. The proforma is signed in the old name, because that is the person making the declaration, and both witnesses must write out a full address rather than initials. We prepare all five items, check the wording against the affidavit, and lodge the file ourselves.

What the papers actually say

The wording is fixed, and that is a good thing: you are not drafting anything, only filling it in. This is the shape of it.

Licence, vehicle and Gazette words, explained

Gazette notification
A formal announcement printed in the official journal of the Government. For a name change it is the document Aadhaar, PAN, passport offices, banks and employers accept as proof that the change was made.
Central Gazette
The Gazette of India, published by the Department of Publication at Civil Lines, Delhi. It is accepted in every office in India, including every office in Tripura, and by foreign missions.
Part IV
The section of the Gazette of India that carries notices from private people rather than from the Government. A personal name change appears here and nowhere else.
Sarathi
The licensing side of the Parivahan portal, where a driving licence name change is applied for before the originals are verified at the transport office.
Registration certificate
The document naming the registered owner of a vehicle. Correcting the owner's name on it is a change of particulars, not a transfer of ownership.
Hypothecation
The lender's charge recorded on a vehicle registration certificate. While it stands, the transport office will not alter the owner's particulars without the financier's letter.
e-KYC
Electronic verification through Aadhaar with an OTP on the registered mobile. Portals use it to pull your name rather than let you type it.
Proforma
The typed page that becomes your Gazette notice. It is filed in two identical copies, signed in your existing old name, and witnessed by two people.
Affidavit
A written statement you swear is true before a notary. For a name change it records your old name, your new name, your parent's or husband's name, your address and the reason.
Newspaper notice
The same wording published in one Bengali daily and one English daily circulating in Tripura. The complete original page of each is kept, because a cutting is refused.
CD certificate
A signed page declaring that the soft copy and the hard copy of your notice carry the same matter, that you are responsible for any mismatch and for the quality of the CD, and that the file is in MS Word format.
Department of Publication
The office of the Government of India that publishes the Gazette, at Civil Lines behind the Delhi Vidhan Sabha Metro Station. It is the only office in the country that accepts a personal name change file.
