Name Change for Government Employees in Tripura
If you are in Government service, the ordinary route on the rest of this website is not quite your route. A Government servant changes a name by executing a deed rather than by filing a self application, and the change then has to travel through the department and into the service book before it means anything at work. This page sets out that route, what the deed must say that an affidavit does not, who pays for the publication, and the different position for Tripura State staff, TSR and Assam Rifles personnel.
Central Government staff do not file the ordinary self application. They execute a deed of change of name under the Ministry of Home Affairs Office Memorandum of 12 March 1987, publish it in a prominent local newspaper and in the Gazette of India at their own expense, apply to the department, and have the change entered in the service book. Tripura State employees should ask their establishment section first, because departments differ on what they accept.

Why a Government servant follows a different route
A private citizen changing a name is telling the world. A Government servant changing a name is also telling an employer that holds a permanent record of their service, pays their salary, and will one day calculate their pension from that record. The extra steps exist because that record has to move with you, and because the department needs its own paper trail rather than only your published notice.

The rule, and the two memoranda it replaced
The procedure for a change of name by a Government employee has been settled for a long time and revised twice.

The reason the earlier ones were replaced is instructive: the older instructions were found to be incomplete, because they did not cover every situation that arose in practice. The current memorandum covers additions, deletions and changes to a name or surname, and it is the one your establishment section will refer to.

Two things separate this from an ordinary affidavit and they are worth dwelling on. First, the deed is signed in the new name, with the former name recited as what you were lately called, which is the opposite of the Gazette proforma a private applicant signs. Second, it names your post and your place of employment, which is what makes it a document about a Government servant rather than about a citizen.
The steps for a Government employee in Tripura

In writing. Which instrument, which publication, and whether a no objection certificate is needed.
Execute the deed
Former name, new name, designation, place of employment, and the renunciation clauses.
Have it witnessed
Commonly two Gazetted officers of the same Department, with designations.

Apply to the department

Witnesses and attestation for a deed
This is the requirement most often misapplied in both directions. Private applicants are wrongly told their Gazette proforma needs Gazetted officer witnesses, and Government employees are wrongly told any two adults will do for a deed.

Departments vary on the detail, which is why the first step on this page is to ask rather than to assume. Where your department wants something more, it will tell you in one line.
Publication, and who bears the expense
The deed on its own is a private document. What gives it effect is publication, and the instructions are specific about two things: it goes in a prominent local newspaper as well as in the Gazette of India, and it is done at the Government employee's own expense.

The service book entry
Your service book is the record of every event in your official life, maintained by the Head of Office for every Government servant, and entries in it are attested rather than simply written. A name change is one of those events. Until it appears there, your published notice has changed the world's view of your name but not your employer's.
What to check afterwards

- That it is attested by the Head of Office or an authorised officer
- That the former name is recorded alongside the new one
- That the date of the deed and the publications are referenced
- That your pay records and personal file carry it too

Ask to see the entry once it is made. It takes a minute and it is the only proof that this stage actually happened.

State employees are the group we most often have to slow down, because the honest answer is that we cannot tell you what your department will accept and your department can.

One caution specific to this state. The Tripura Gazette, published weekly by the Tripura Government Press in Agartala, carries Government orders and notifications and has no clear published route for a personal name change, so we never sell a personal notice in it. If your department says it wants a Tripura Gazette notification, that notification would come through the department itself, so ask them how it is done before paying anybody. TSR, Assam Rifles and railway staff
Tripura State Rifles
Follow the unit's own circular and the state establishment procedure. Your unit headquarters is the authority on what it accepts, and asking there first is faster than any general guidance.
Assam Rifles and central forces
Central Government procedure applies, with the unit's own instructions layered on top. Expect the deed route, departmental publication and a service record entry.
Railways and public sector
Railway staff and public sector employees follow their own establishment circulars. The published Gazette is usually still wanted, but the departmental formalities around it differ.
In all three cases the same principle applies. We can prepare the deed, place the newspaper notices and file the Central Gazette. What we cannot do is tell your unit what its own circular says, and a question upward costs you nothing.

Pension, family records and life after retirement
A name change made carelessly during service becomes somebody else's problem thirty years later, usually a spouse's. Pension papers, family pension and nominee records are all drawn from names recorded during service, and a mismatch between them is discovered at the worst possible moment.
