Name Change Process in Tripura

Changing your name legally in Tripura is three stages long: a notarised affidavit, notices in two newspapers, and publication in the Central Gazette. Nothing about it is difficult, but almost every part of it is easy to get slightly wrong, and slightly wrong means the file comes back and you start paying again. Settle the spelling before anything is typed

The single most expensive mistake in this process is starting it before you have decided exactly how your new name is spelt. Every paper that follows copies that decision: the affidavit, both newspaper notices, the proforma, and finally the Gazette itself. Change your mind after the newspapers have printed and you are paying for the newspapers again.

In Tripura this matters more than in most states, because Bengali and Kokborok names commonly have more than one accepted English spelling. Debbarma and Deb Barma. Reang and Riang. Bhattacharjee and Bhattacharya. Sit down with your Class 10 certificate, your Aadhaar and your passport if you have one, see which forms appear where, and choose one. Write it down and do not change it. The spelling question in full is on community surname spelling in Tripura.

Write the full name on both sides. The notice states your complete old name and your complete new name, not just the part that is changing. A notice that says only a surname is one of the commonest reasons a file is returned.

Read that table again and notice where you actually have to go: a notary's table, and possibly a newspaper office. That is the whole of your travelling. There is no Gazette office in Agartala, no counter in Udaipur, and nobody in Tripura who can accept a personal name change file, because only one office in the country does.

The name change affidavit in Tripura

The affidavit is a sworn statement, not a form. It is printed on non-judicial stamp paper, signed in front of a notary, and stamped there and then. Your stationer will know the stamp value used locally; it is small, and anybody quoting you a large figure for the paper itself is overcharging.

Three cases word it differently. A married woman's affidavit names her maiden name, her married name and the date of marriage. A divorce affidavit attaches the decree and says she is resuming the name held before marriage. A minor's affidavit is sworn by a parent and carries one extra line stating the child's date of birth.

The affidavit alone is not a name change. It is a declaration you make about yourself. Some offices in Tripura will accept it for small things and the ones that matter, passport counters, recruitment panels and boards, will not. That is why the process continues.

There is no list of approved newspapers. You may read online that only certain Government-approved English papers qualify. That is not a rule, and anyone insisting on one particular paper is selling you their arrangement with it. What matters is that the paper is a daily, that it circulates in Tripura, and that you keep the whole page.

The Central Gazette file and what goes in it

Most people picture the Gazette as a single form. It is five papers and two printed notices, and a file missing any one of them waits at the counter rather than going forward.

Where the file is lodged

You download a free PDF from egazette.gov.in, print it as often as you like, and it needs no attestation and never expires. Anybody promising to courier you an original booklet is describing a system that stopped existing more than ten years ago.

For a child the notice is a different sheet again, made and signed by a parent. Where a name was written wrongly rather than changed, the wording is a public notice asking that the record be amended, and it can cover several family members at once. Two things we will not do. We will not quote one bundled figure that hides which part is the Government's, and we will not present the Government fee as fixed, because it is revised each financial year and is confirmed on the day of filing. Anybody promising you a published Gazette in seven days is describing something that does not happen. Plan backwards from your deadline, not forwards from today.

Order matters, because each record is verified against the one before it. Going out of sequence is how people end up with a corrected PAN that no longer matches their Aadhaar.

Minors, Government employees and applicants abroad

A child's name change

A parent is the applicant throughout. The notice is a different form, giving the child's age, and the affidavit states the date of birth. The fee is the minor rate. See minor name change in Tripura.

Government employees

Central employees follow the MHA Office Memorandum route with a deed of change of name, publication and a service book entry. Tripura State employees should ask the establishment section which Gazette it accepts before spending anything. TSR, Assam Rifles and railway staff follow their own unit circular.

Living outside Tripura or India

A higher Government fee applies for applicants abroad, commonly Rs 7,500 to Rs 9,000, and a deed attested by the Indian mission is usually required. A family member in Tripura can carry the local steps for you.

A formal announcement printed in the official journal of the Government. For a name change it is the document Aadhaar, PAN, passport offices, banks and employers accept as proof that the change was made.
Central Gazette
The Gazette of India, published by the Department of Publication at Civil Lines, Delhi. It is accepted in every office in India, including every office in Tripura, and by foreign missions.
Part IV
The section of the Gazette of India that carries notices from private people rather than from the Government. A personal name change appears here and nowhere else.
Proforma
The typed page that becomes your Gazette notice. It is filed in two identical copies, computer typed rather than handwritten, signed in your existing old name, and witnessed by two people.
CD certificate
A signed page declaring that the soft copy and the hard copy of your notice carry the same matter, that you are responsible for any mismatch and for the quality of the CD, and that the file is in MS Word format.
Request letter
The covering letter addressed to the Controller, Publication Department, Civil Line, Delhi 110054, stating that the formalities are complete and the documents are enclosed.
Affidavit
A written statement you swear is true before a notary. For a name change it records your old name, your new name, your parent's or husband's name, your address and the reason.
Verification clause
The closing paragraph of an affidavit stating the place and date and confirming that the contents are true to the best of your knowledge and belief.
Non-judicial stamp paper
Government stamped paper used for affidavits. The value required in Tripura is small and the stationer will know it.
BharatKosh
The Non-Tax Receipt Portal at bharatkosh.gov.in, the only accepted channel for the Central Gazette fee.
Two witnesses
The Gazette notice carries two witnesses, each giving a signature, a full name and a complete address. Initials or a partial address are a common reason a file is returned.
Correction against change
A correction brings a record into line with what was already written elsewhere. A change records a name nobody has recorded before. The two need different documents and different wording.

No. The Tripura Gazette is published weekly by the Tripura Government Press and carries Government orders and notifications. What is the CD certificate?+

Why is the proforma signed in my old name?+
Because the person making the declaration is the person who held the old name. The new name appears in the body of the notice. The proforma must also be computer typed rather than handwritten, and filed in two copies with two witnesses who each give a full name and a complete address.
What do I update first after publication?+
Aadhaar, at a Seva Kendra in your district, because almost everything else verifies against it. Then PAN, then your bank, then the passport at the Agartala kendra, then voter ID and driving licence, then EPFO, insurance and board records.
Do I need a Gazette to fix a spelling on my birth certificate?+
No. That is a Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969, made at the body that issued the certificate, whether that is the Agartala Municipal Corporation, a Nagar Panchayat, a Village Committee or a Gram Panchayat. A Gazette also never changes a date of birth.
