Where the Gazette stands in UIDAI's Aadhaar name change rules

UIDAI's circulars treat a Gazette notification of change of name as a proof-of-identity document in the new name. That is why a full change of name at an Aadhaar centre is a Gazette case: the centre needs a document that shows the new name, and for a person who has just chosen it, the Gazette is the only Government record that does. It is also why the marriage certificate works for a surname after marriage: the certificate itself is a Government record of the new name, so the Gazette is not needed for that one case.

Aadhaar name change after marriage in Tripura

For a surname added or changed after marriage, the marriage certificate is the proof; carry it with your existing Aadhaar and the husband's Aadhaar, and the centre updates the surname without a Gazette. Central Gazette name change behind an Aadhaar update

UIDAI does not invent names. It copies one from a document you hand over, which is why a full change of name at an Aadhaar centre is really a question about what document you are holding. If no paper you own shows the new name, there is nothing for the operator to type from. The Central Gazette is the paper that solves it: a notice published by the Government of India in Part IV of the Gazette of India saying that the person once called one name is now called another. Once it exists, the Aadhaar update becomes a simple counter job, and so does every record after it.

People imagine the Gazette is one form. It is four signed papers and two printed notices, and a file missing any one of them waits at the counter instead of going forward. This is the whole set, in the order it is prepared.
