TBSE Marksheet Name Correction

The whole case turns on one line in one register. When you were admitted, the school wrote your name into its admission register from your birth certificate or your earlier transfer certificate. That entry went into the school's registration return to the Board, and the Board printed your marksheet from it. So there are only two possibilities, and a half-hour visit to the school tells you which one you have.

Ask for a certified extract of the register page while you are there. It is the single most useful piece of paper in this whole process, and every later application refers to it. The birth certificate route is on birth certificate name correction in Tripura.

The Board expects a complete file, forwarded by the head of the institution, with the fee paid and the originals attached. When a file is sent piecemeal it waits, and the waiting is what people mistake for the Board being slow.

The Board's practice of dealing through institutions is not an invention of your headmaster: its own notifications on matters like self-inspection of answer scripts require applications to be submitted to the head of the institution and forwarded by the head to the Secretary, TBSE, with the money in the form of a bank challan in a consolidated proforma. The Board issues a corrected document, not a note attached to the old one, and the wrong marksheet is surrendered as part of the process. Keep a scan of the old one for your own records before you hand it in, because you will occasionally need to show what an old employer or college was given. The corrected document carries the same roll number, the same year and the same marks; only the name changes. Nothing about your result, division or subjects is touched, and no examination is repeated. Passing out in 1998 does not close the door. The Board keeps its records and the school keeps its registers, and a correction applied for twenty years later follows the same route as one applied for last year. Where the school has merged into another, the surviving school holds the registers. Where it has closed, the records pass to the Inspector of Schools for the sub-division, who can supply the extract and forward the file in place of a head of institution. Expect a longer search and an older register that has to be found in a store room, and expect to be patient rather than turned away. What does change with time is your own paperwork: if you have used the wrong-spelt name on your Aadhaar, PAN and passport for two decades, correcting the marksheet alone will not settle it, and the mismatch page is on name mismatch between TBSE marksheet and Aadhaar.

Central Gazette

The Gazette of India, published by the Department of Publication at Civil Lines, Delhi. It is accepted in every office in India, including every office in Tripura, and by foreign missions.

Part IV

The section of the Gazette of India that carries notices from private people rather than from the Government. A personal name change appears here and nowhere else.

Admission register

The school register recording your name as entered at admission. It is the evidence a board checks a correction against, and a certified extract of it is the single most useful paper in an education file.

Head of Institution

The principal or headmaster who forwards a correction application to a board. Boards deal with institutions rather than with ex-students at a counter.

Transfer certificate

The leaving certificate from a previous school, submitted at admission. It shows how an earlier school recorded your name and is asked for in every board correction.

Migration certificate

The board or university document required when you join an institution under a different examining body. It carries your name and is usually forgotten after a correction.

Transcript

A consolidated statement of subjects, marks and credits issued by a university, read by foreign universities and credential evaluators against your passport.

Controller of Examinations

The officer in a university who decides applications to correct a name on a degree, a grade card or a transcript.

Public notice wording

The version of the notice used when a name was written wrongly rather than changed. It states the wrong entry, gives the correct name and asks that the record be amended, and it can name more than one family member.

Correction against change

A correction brings a record into line with what was already written elsewhere. A change records a name nobody has recorded before. The two need different documents and different wording.

Affidavit

A written statement you swear is true before a notary. For a name change it records your old name, your new name, your parent's or husband's name, your address and the reason.

Proforma

The typed page that becomes your Gazette notice. It is filed in two identical copies, signed in your existing old name, and witnessed by two people.

Can I apply to TBSE directly?

No. The application goes through the head of your institution, which is also who collects the corrected document.

What proves my correct name?

The school admission register entry, supported by the birth certificate and transfer certificate.

Is an affidavit enough?

No. It states the reason; the register proves the fact.

Do I have to correct the certificate too?

Yes, or the mismatch simply moves to the certificate.

My school has closed. What now?

The Inspector of Schools for the sub-division holds the records and can forward the file.

What if the register matches the marksheet?

Then it is not an error, and a Central Gazette name change is your route.
