Adding a child's name to a blank birth certificate in Tripura
Many births in Tripura are registered from the hospital before the child is named, so the certificate shows the parents and the date and leaves the name blank. Section 14 of the Act lets the parents give the name to the Registrar later. The rules make the entry free within one year of registration and allow it after that with a late fee, for a long period after birth; the Registrar's counter will tell you the current fee and limit. You carry the original certificate, both parents' Aadhaar, and the hospital discharge record if you have it. The Registrar enters the name in the register and issues a fresh certificate with the name.
Correcting a wrongly written name on a Tripura birth certificate
Section 15 of the Act lets the Registrar correct an entry that is "erroneous in form or substance" or made by mistake, on proof, by a note in the margin of the register. The certificate then reissues with the corrected name. This is a correction of the record, not a change of the child's name, so the Act asks for proof of the slip, not a Gazette. In practice a Tripura Registrar accepts:

When the certificate is right and the family wants a different name, the Registrar cannot correct anything, because nothing is wrong. The Gazette comes first: the parents' joint affidavit, the two newspaper notices and the Central Gazette notification at the minor fee, commonly Rs 1,700 on BharatKosh, revised each financial year. With the Gazette PDF the Registrar records the new name against the entry and reissues the certificate.
