Three different things get called "name change in birth certificate" in Tripura, and only one of them is a Gazette job. A certificate with a blank name is a name entry under Section 14 of the Registration of Births and Deaths Act. A certificate with the name written wrongly is a Registrar correction under Section 15. Adding a child's name to a blank birth certificate in Tripura

Many births in Tripura are registered from the hospital before the child is named, so the certificate shows the parents and the date and leaves the name blank. Section 14 of the Act lets the parents give the name to the Registrar later. The rules make the entry free within one year of registration and allow it after that with a late fee, for a long period after birth; the Registrar's counter will tell you the current fee and limit. You carry the original certificate, both parents' Aadhaar, and the hospital discharge record if you have it. The Registrar enters the name in the register and issues a fresh certificate with the name.

Fix the spelling before the entry, not after. This is the one moment a child's name is written for the first time into a Government register. Lock the community surname spelling to the father's Aadhaar now: Debbarma or Deb Barma, Reang or Riang. The spelling rule is on community surname spelling in Tripura.

Correcting a wrongly written name on a Tripura birth certificate

Section 15 of the Act lets the Registrar correct an entry that is "erroneous in form or substance" or made by mistake, on proof, by a note in the margin of the register. The certificate then reissues with the corrected name. This is a correction of the record, not a change of the child's name, so the Act asks for proof of the slip, not a Gazette. In practice a Tripura Registrar accepts:

The affidavit is not a legal requirement for a Section 15 correction; it is a practice some offices follow. Ask the counter before buying stamp paper.

Changing a correct name on the birth certificate: the Gazette case

When the certificate is right and the family wants a different name, the Registrar cannot correct anything, because nothing is wrong. The Gazette comes first: the parents' joint affidavit, the two newspaper notices and the Central Gazette notification at the minor fee, commonly Rs 1,700 on BharatKosh, revised each financial year. With the Gazette PDF the Registrar records the new name against the entry and reissues the certificate. Some Registrars in Tripura record it as a correction under Section 15 on the strength of the Gazette; some note the new name beside the old. Either way the certificate leaves with the new name.

Corrections and name entries are raised on the portal or at the counter, but every one is approved by the local Registrar for the registration unit, so the paper still goes to the office in the table above. Central Gazette and the birth certificate

This page has said the honest thing: a birth certificate is corrected by the Registrar who issued it, and a Gazette does not do that job. Where the Gazette does belong is afterwards, or alongside, for the child whose name is genuinely being changed rather than corrected, and for the family whose other records now have to follow. The two instruments do different work and are not alternatives.

The section of the Gazette of India that carries notices from private people rather than from the Government. A personal name change appears here and nowhere else.
Specimen form for a minor
The separate notice form used for a child, made and signed by a parent, giving the child's age and the new name. The child signs nothing.
Minor fee
The lower Government fee charged when a Gazette notice is filed for a person under eighteen, commonly Rs 1,700 against Rs 1,100 for an adult.
Guardian consent
The written agreement of both parents, or of a single parent with the prescribed annexure, required before a child's name is changed on any record.
Deponent
The person who swears an affidavit. For a minor's name change the deponent is a parent, never the child.
Affidavit
A written statement you swear is true before a notary. For a name change it records your old name, your new name, your parent's or husband's name, your address and the reason.
Admission register
The school register recording your name as entered at admission. It is the evidence a board checks a correction against, and a certified extract of it is the single most useful paper in an education file.
Head of Institution
The principal or headmaster who forwards a correction application to a board. Boards deal with institutions rather than with ex-students at a counter.
Registrar of Births and Deaths
The authority that issues and corrects a birth certificate, at the municipal body, Nagar Panchayat, Village Committee or Gram Panchayat that registered the birth.
Newspaper notice
The same wording published in one Bengali daily and one English daily circulating in Tripura. The complete original page of each is kept, because a cutting is refused.
CD certificate
A signed page declaring that the soft copy and the hard copy of your notice carry the same matter, that you are responsible for any mismatch and for the quality of the CD, and that the file is in MS Word format.
