Choosing the purpose on Form 8

The form opens by asking why you are filing; a bride ticking two purposes at once is on voter ID name change after marriage. A name correction is correction of entries. Shifting of residence is for a change of address, within the constituency or to another one. Replacement EPIC is for a lost or damaged card with no change to the entries. Marking as a person with disability is a separate purpose that carries its own benefits at the booth. Ticking the wrong purpose is the fastest way to have an application closed without a decision on the thing you wanted, so read the four before you tick.

After marriage, two purposes usually apply. The surname is a correction of entries and the marital home is a shifting of residence, and Form 8 accepts both in one application. Filing them separately means two BLO visits.

The Aadhaar item and the no-Aadhaar box

The form asks for your Aadhaar number, and the Election Commission's own guidelines say it is furnished for the purpose of authentication of entries. If you do not have an Aadhaar number, the form provides a box in the same item to say so; that box exists for exactly this reason and is not a mark against you. What the item does not do is change anything on your Aadhaar: the number is quoted, not corrected. If the name on Aadhaar is itself wrong, correct Aadhaar first, because the ERO is comparing your documents with each other, and see Aadhaar name spelling correction.

Writing a Tripura name in English and Bengali on Form 8

The electoral roll in Tripura carries names in Bengali as well as English, and Form 8 asks for the corrected name in both. This is where a Tripura application quietly goes wrong: the English box is written from the Aadhaar and the Bengali box from memory, and the two do not correspond. Decide the English spelling first, from the document you are attaching, then write the Bengali form that matches it, and keep both the same in every later application. A surname with two English forms, Debbarma and Deb Barma, has one Bengali form, which is exactly why the English choice must be made deliberately; the family rule is on community surname spelling in Tripura.

The declaration at the end of Form 8

The form ends with a declaration that the particulars given are true, signed with the place and the date. It is not a formality: a false declaration in an application relating to the electoral roll is an offence under the Representation of the People Act, 1950. Sign it yourself; do not let a shop or an agent sign for you, and do not leave the place and date blank for someone else to fill. On the online route the declaration is accepted with the OTP login, which is why the mobile on the form must be yours.

The paper Form 8 and where to get it in Tripura

The paper form is available from the Booth Level Officer for your booth, from the Electoral Registration Officer's office at the sub-divisional headquarters, from the district election office, and as a download from the Election Commission's site or the Chief Electoral Officer, Tripura. Fill it in ink, attach one self-attested copy of the proof, sign the declaration, and hand it to the BLO or the ERO office against an acknowledgement. Ask for the acknowledgement even when the BLO is a neighbour; it is what you quote if the application is not traceable later.

Filing during a revision period, or outside it

The Election Commission's guidelines distinguish the two. During a revision programme the application goes to the designated officer at the designated location, and the BLO is already moving through the locality, so verification happens quickly. Outside a revision period the application is filed with the Electoral Registration Officer and follows the ordinary course. Neither route costs anything, and neither is closed to you; a revision period is simply the faster window, and in Tripura the special summary revision is announced by the Chief Electoral Officer each year.

Central Gazette as the document Form 8 wants attached

Read the form again and one line decides the outcome. The documents box asks for a paper that shows the corrected entry. For a spelling correction that is Aadhaar or a marksheet. For a change of name it is a Central Gazette notification, and there is no substitute for it, because the Electoral Registration Officer is being asked to record something no other office has recorded yet. The Gazette is published by the Government of India in Part IV of the Gazette of India and is downloaded free.

What a Gazette file contains, step by step

A complete file is five items long, and each one is checked at the counter. Preparing them in the right order saves a return journey, because a paper signed in the wrong name has to be redone from the beginning.

The signature on the proforma trips up more files than any other item. You are declaring that the person formerly called the old name has changed it, so the signature is made in that old name, and the new name appears only in the body of the notice.

If a name was written wrongly rather than changed, the notice is worded differently. That version is a public notice declaring that a name has been wrongly written in a stated record and giving the correct name so that it may be amended, and it can cover more than one family member in a single notice, which is why families correcting a school record often publish once for all of them.

It helps to see the paper rather than read about it. This is the wording that goes to the Department, with your own details in place of the brackets.

The Election Commission application used to correct entries on the electoral roll, shift residence, obtain a replacement elector card or record a disability. It is free.
Booth Level Officer
The official for your polling booth, usually a teacher or Anganwadi worker from the locality, who verifies an electoral roll application and carries it to the Electoral Registration Officer.
e-EPIC
The digital copy of an elector photo identity card, downloaded free from the Voters' Service Portal after a correction is published.
Proforma
The typed page that becomes your Gazette notice. It is filed in two identical copies, signed in your existing old name, and witnessed by two people.
Affidavit
A written statement you swear is true before a notary. For a name change it records your old name, your new name, your parent's or husband's name, your address and the reason.
Newspaper notice
The same wording published in one Bengali daily and one English daily circulating in Tripura. The complete original page of each is kept, because a cutting is refused.
CD certificate
A signed page declaring that the soft copy and the hard copy of your notice carry the same matter, that you are responsible for any mismatch and for the quality of the CD, and that the file is in MS Word format.
Community surname spelling
Bengali and Kokborok names commonly have more than one accepted English spelling, such as Debbarma and Deb Barma. Records that use different forms do not match for a verifying officer.
Correction against change
A correction brings a record into line with what was already written elsewhere. A change records a name nobody has recorded before. The two need different documents and different wording.
BharatKosh
The Non-Tax Receipt Portal at bharatkosh.gov.in, the only accepted channel for the Central Gazette fee.
Notary public
A person authorised by the Government to witness signatures and certify documents. Notarisation is done in person in Tripura and is the one step that cannot be completed online.
Two witnesses
The Gazette notice carries two witnesses, each giving a signature, a full name and a complete address. Initials or a partial address are a common reason a file is returned.
