Name Change in Passport in Tripura

The passport is the last record you update after a name change, and the Passport Rules explain why: since the 2016 amendment, an applicant changing a name for any reason other than marriage or divorce must show the newspaper notices or the Gazette notification and at least two public or school documents already issued in the new name. That is the whole logic of the update chain in one rule: Aadhaar and PAN first, so that two IDs carry the name, then the passport. The Gazette proves the change. Two IDs prove you have made it. The passport reads both.

The Ministry of External Affairs amended Schedule III of the Passport Rules, 1980 by notification on 23 December 2016. Three provisions govern a name change today. First, for married applicants, divorcees applying for a change of name or deletion of a spouse's name, and re-married applicants, no proof of marriage or of its dissolution is required beyond the details given in the application form. Second, in all other circumstances of a change of name, the applicant, male or female, furnishes clippings of two local newspapers or the Gazette notification, and at least two public or school documents issued in the changed name, to show that the applicant has actually changed the name. Third, the old Annexure E affidavit for change of name was discontinued and replaced by a self-declaration on the form.

What this means at the counter: for a full change of name, the Verifying Officer looks for the Gazette or newspaper notices and for two Government-issued documents, typically Aadhaar and PAN, that already print the new name. Counters in practice prefer the Gazette to newspaper clippings alone, and in Tripura the Central Gazette is the one a private applicant can obtain.

Why the passport comes last in a Tripura name change

The two-document requirement sets the order. After the Gazette is published, Aadhaar is corrected on it, then PAN through Aadhaar e-KYC; those two are the public documents the passport counter reads. A bank passbook, a voter ID or a driving licence in the new name also serve, but Aadhaar and PAN are the fastest pair to obtain and the ones every counter accepts without discussion. An applicant who books PSK Agartala with the Gazette alone is held at counter B until the IDs catch up. Police verification on a passport name change in Tripura

A change of name is normally sent for police verification, pre-issue or post-issue at the Granting Officer's discretion. The request goes to the police station for the address on the form; an officer visits or calls, confirms that you live there and are the person in the Gazette, and sees the same set. A marriage surname change on a passport that already had verification often clears without a fresh one. Two things delay it: an address that does not match the police station named, and a folder that is not to hand when the officer comes. Keep the set together until the booklet arrives.

Central Gazette for a passport name change from Tripura

The Passport Rules themselves point at it. For a change of name that is not a marriage or a divorce, the rules ask for newspaper notices or a Gazette notification together with two public documents already carrying the new name, and in practice the counter wants the Gazette. People imagine the Gazette is one form. It is four signed papers and two printed notices, and a file missing any one of them waits at the counter instead of going forward. This is the whole set, in the order it is prepared.

Two details cost people weeks. The proforma is signed in the old name, because that is the person making the declaration, and both witnesses must write out a full address rather than initials. We prepare all five items, check the wording against the affidavit, and lodge the file ourselves.

For a child, the proforma is a different form. A minor's notice is made by a parent on the specimen form for change of name of a minor: the parent gives their own name and address, states that they have changed the name of their minor son or daughter, gives the child's age, and names the new name. The affidavit for a minor also states the child's date of birth, and the fee is the minor rate. The child signs nothing.

Central Gazette
The Gazette of India, published by the Department of Publication at Civil Lines, Delhi. It is accepted in every office in India, including every office in Tripura, and by foreign missions.
Part IV
The section of the Gazette of India that carries notices from private people rather than from the Government. A personal name change appears here and nowhere else.
Proforma
The typed page that becomes your Gazette notice. It is filed in two identical copies, signed in your existing old name, and witnessed by two people.
Affidavit
A written statement you swear is true before a notary. For a name change it records your old name, your new name, your parent's or husband's name, your address and the reason.
Re-issue
A passport application that replaces an existing booklet. A change of name is a re-issue, so the number and validity are new and the old booklet is cancelled and returned.
Annexure J
A joint declaration by a husband and wife carrying a joint photograph and both signatures, used at a passport counter where there is no registered marriage certificate.
POPSK
A Post Office Passport Seva Kendra, running the same three counters and the same software as a Passport Seva Kendra, under the same Regional Passport Office.
RPO Guwahati
The Regional Passport Office holding jurisdiction for Tripura. It grants, prints and dispatches passports, and applicants never attend it in person.
Newspaper notice
The same wording published in one Bengali daily and one English daily circulating in Tripura. The complete original page of each is kept, because a cutting is refused.
