Name Change in Passport in Tripura
The passport is the last record you update after a name change, and the Passport Rules explain why: since the 2016 amendment, an applicant changing a name for any reason other than marriage or divorce must show the newspaper notices or the Gazette notification and at least two public or school documents already issued in the new name. That is the whole logic of the update chain in one rule: Aadhaar and PAN first, so that two IDs carry the name, then the passport. This page is the Tripura rulebook: what the rules actually require, the marriage and divorce carve-outs, re-issue against fresh, what changes on the booklet, police verification, children and adoption, the digital Gazette, where to file in Tripura, fees and timelines. The Jackson Gate counter itself is on passport name change at PSK Agartala.
To change your name in a passport in Tripura, apply on Passport Seva as a re-issue with change in personal particulars and attend PSK Agartala or a POPSK. For a surname change on marriage or a reversal on divorce, the marriage certificate or decree, or even the self-declaration on the form, is enough. For any other change of name, the Passport Rules require the Gazette notification or the two newspaper notices plus at least two public documents already in the new name, so update Aadhaar and PAN first. The new booklet has a new number and full validity.
Passport name change at a glance
- The rule
- Passport Rules 1980, Schedule III, as amended 23 December 2016: newspapers or Gazette, plus two public or school documents in the new name
- Marriage, divorce, remarriage
- No separate proof of marriage or dissolution is required by the rules beyond the form; counters take the marriage certificate or Annexure J, or the decree
- Affidavit
- The old Annexure E was discontinued in 2016; a self-declaration on the form replaces it; the Gazette file's own affidavit is still made for the Gazette
- Application
- Re-issue, change in existing personal particulars, on Passport Seva; Normal scheme for a change of name
- What changes
- A new booklet, new number, fresh validity; the old passport cancelled and returned
- Police verification
- Usual on a change of name, through your local police station
- Minors
- Both parents' consent, or Annexure C from a single parent; the Gazette at the minor fee, or the adoption order
- Digital Gazette
- Accepted as printed from egazette.gov.in
- Where in Tripura
- PSK Agartala, Jackson Gate Building, and Post Office PSKs in the districts, all under RPO Guwahati
- Fee
- Commonly Rs 1,500 for a 36-page booklet, 10-year validity, Normal; the fee calculator is authoritative
Key takeaways
- The passport needs two other documents already in the new name. That is why Aadhaar and PAN come first, and why an applicant with only the Gazette in hand is sent back.
- Marriage and divorce are carve-outs. A surname taken or dropped on marriage does not need the Gazette or newspapers; the certificate, Annexure J or the decree does it.
- The rules say newspapers or the Gazette; counters in practice want the Gazette for a full change, and in Tripura the Central Gazette is the only one available to a private applicant.
- A name change is a re-issue, not a correction: the booklet, the number and the validity are all new, and a visa in the old passport travels with the cancelled booklet.
- Police verification is the norm on a change of name; keep the same folder for the officer.
- Nothing about the process needs Delhi or Guwahati in person; Passport Seva, PSK Agartala or a POPSK, and the post do all of it.
What the Passport Rules actually require for a name change
The Ministry of External Affairs amended Schedule III of the Passport Rules, 1980 by notification on 23 December 2016. Three provisions govern a name change today. First, for married applicants, divorcees applying for a change of name or deletion of a spouse's name, and re-married applicants, no proof of marriage or of its dissolution is required beyond the details given in the application form. Second, in all other circumstances of a change of name, the applicant, male or female, furnishes clippings of two local newspapers or the Gazette notification, and at least two public or school documents issued in the changed name, to show that the applicant has actually changed the name. Third, the old Annexure E affidavit for change of name was discontinued and replaced by a self-declaration on the form.
The four passport name change cases and their proof
| Case | Proof by rule | What counters take | Gazette? |
|---|---|---|---|
| Surname change or spouse name added on marriage | Form details only | Marriage certificate, or Annexure J joint declaration, and the spouse's passport if held | No |
| Name reverted or spouse name deleted on divorce; remarriage | Form details only | Decree, or the new marriage certificate | No |
| Surname already in the given-name box, now split | Rearrangement | Old passport and Aadhaar; sometimes a declaration | Usually no |
| Any other change of name | Newspapers or Gazette, plus two public documents in the new name | Gazette page, both newspaper pages, Aadhaar and PAN in the new name | Yes, in practice |
The marriage case is on surname change after marriage and on passport name change after marriage; the divorce case on reverting to the maiden name; the rearrangement case on adding or removing a surname.
Why the passport comes last in a Tripura name change
The two-document requirement sets the order. After the Gazette is published, Aadhaar is corrected on it, then PAN through Aadhaar e-KYC; those two are the public documents the passport counter reads. A bank passbook, a voter ID or a driving licence in the new name also serve, but Aadhaar and PAN are the fastest pair to obtain and the ones every counter accepts without discussion. An applicant who books PSK Agartala with the Gazette alone is held at counter B until the IDs catch up. The Aadhaar step is on name change in Aadhaar card, the PAN step on name change in PAN card, and the whole chain on what to do after the Gazette.

| Scheme | Normal; Tatkal is generally not available for a full change of name |

Where to file a passport name change in Tripura: PSK Agartala and the POPSKs
| Office | Where | Note |
|---|---|---|
| Passport Seva Kendra, Agartala | Jackson Gate Building, Lenin Sarani, Krishnanagar 799001 | Appointment only; see PSK Agartala |
| Post Office Passport Seva Kendras | Head post offices in the district towns, as listed on Passport Seva | Same application, same documents, same counters |
| Regional Passport Office, Guwahati | Assam | Grants and prints; you do not attend |
Which POPSK is nearest, and how each town's applicants reach it, will sit on the town pages as they are built; Passport Seva's locator is the authority for the current list. Booking, rescheduling and the office roles are on the appointment page; a held or refused file on name change rejected by the passport office.
Police verification on a passport name change in Tripura
A change of name is normally sent for police verification, pre-issue or post-issue at the Granting Officer's discretion. The request goes to the police station for the address on the form; an officer visits or calls, confirms that you live there and are the person in the Gazette, and sees the same set. A marriage surname change on a passport that already had verification often clears without a fresh one. Two things delay it: an address that does not match the police station named, and a folder that is not to hand when the officer comes. Keep the set together until the booklet arrives.
Children and adoption: a minor's passport in a new name
| Case | Proof | Who attends |
|---|---|---|
| Name changed by the parents | Gazette at the minor fee, both newspaper pages, the child's Aadhaar and birth certificate in the new name | Both parents, or one with Annexure C |
| Adopted child | Adoption order and the fresh birth certificate; no Gazette | Adoptive parents |
| Surname after a parent's remarriage or divorce | Gazette with the custody papers | Custodial parent with the order |
| Spelling slip | Corrected birth certificate and Aadhaar | A parent |
The child cases, who signs and the school and birth certificate steps that come first are on minor name change in Tripura; adoption on name change after adoption.
ECR, NRI and applicants abroad
An ECR passport is re-issued in the new name on the same rules; the ECR status is reviewed on the education proof at the same time, and a Class 10 pass in the new name lifts it. A Tripura resident living abroad applies at the Indian mission, which follows the same rule with its own reading: the missions ask for the newspaper notices, in India and locally, or the Gazette, and two documents in the new name, and some add a waiting period after publication. The Gazette for a person abroad is filed from Tripura through a family member with an attested deed. The NRI case has its own page in the foundation cluster.

Central Gazette for a passport name change from Tripura
The Passport Rules themselves point at it. For a change of name that is not a marriage or a divorce, the rules ask for newspaper notices or a Gazette notification together with two public documents already carrying the new name, and in practice the counter wants the Gazette. For a Tripura resident that means the Central Gazette, because the state Gazette carries Government notifications and has no citizen route for a personal name change. This is the document your whole passport file is built on.
When the Central Gazette is the answer
| Your situation | Why the Gazette is what works |
|---|---|
| Any change of name other than marriage or divorce | The rules name the Gazette, and counters expect it |
| You need Aadhaar and PAN in the new name first | The Gazette is what lets you correct those two, which the rules then count |
| A minor's passport is being re-issued in a new name | The Gazette is filed at the minor fee with both parents signing |
| You live abroad and hold a Tripura address | Missions look for the published notification alongside the newspapers |
| The passport office has held your file for proof | A published page is what releases it |
The four papers in a Gazette file, and the two newspaper notices
People imagine the Gazette is one form. It is four signed papers and two printed notices, and a file missing any one of them waits at the counter instead of going forward. This is the whole set, in the order it is prepared.
| Step | The paper | What it says and who signs |
|---|---|---|
| 1 | Affidavit | On non-judicial stamp paper, notarised in person in Tripura. It names you, your father's or husband's name and your full address, declares that you have changed your name from the old one to the new one, and ends with a verification stating the place and the date. You sign as the deponent twice, once under the declaration and once under the verification. |
| 2 | Newspaper notices | The same wording published in one Bengali daily and one English daily circulating in Tripura. Keep the complete original page of each, with the masthead and the date visible; a cutting is refused. |
| 3 | CD certificate | A separate signed declaration that the matter on the CD and in the hard copy is the same, that you are responsible for any mismatch and for the quality of the CD, and that the CD is in MS Word format. Most applicants have never heard of this one, and its absence is a common reason a file is returned. |
| 4 | Request letter | Addressed to the Controller, Publication Department, Civil Line, Delhi 110054, saying that all formalities for publishing in the Gazette have been completed and that the necessary documents are enclosed, signed by you with your address. |
| 5 | The proforma, in two copies | The notice itself, in the Department's own wording: I, hitherto known as the old name, of the stated address, have changed my name and shall hereafter be known as the new name, with the line certifying that other legal requirements have been complied with. It is signed in your existing old name, and carries two witnesses, each giving a signature, a full name and an address. |
Two details cost people weeks. The proforma is signed in the old name, because that is the person making the declaration, and both witnesses must write out a full address rather than initials. We prepare all five items, check the wording against the affidavit, and lodge the file ourselves.
What the papers actually say
Here is what the page actually looks like. Everything in brackets is replaced with your own particulars, and nothing else changes.
The proforma, the page the Gazette prints
No. ADVT IV /
I, hitherto known as [OLD NAME], son of / daughter of / wife of [FATHER'S OR HUSBAND'S NAME], residing at [HOUSE, LOCALITY, TOWN, DISTRICT, TRIPURA, PIN], have changed my name and shall hereafter be known as [NEW NAME].
It is certified that I have complied with other legal requirements in this connection.
[OLD NAME]
(Signature in existing old name)
WITNESS NO. 1 Signature: Full Name: Address:
WITNESS NO. 2 Signature: Full Name: Address:
The newspaper notice, in both papers, word for word the same
NAME CHANGE NOTICE
I, [OLD NAME], son of / daughter of / wife of [FATHER'S OR HUSBAND'S NAME], residing at [FULL ADDRESS, TRIPURA, PIN], have changed my name and shall hereafter be known as [NEW NAME].
See the Gazette proforma format page for every paper in the file with its full wording. Our clients do not type any of this themselves; we draft it and match it to the affidavit line by line.
How we file it while you stay in Tripura
There is exactly one office in India for this, the Department of Publication at Civil Lines, behind the Delhi Vidhan Sabha Metro Station, Delhi 110054, and no counter of any kind in Agartala. Our head office in Delhi lodges the file in person, which is why applicants from Dharmanagar or Sabroom never travel for it. Your two steps stay at home: a notarised affidavit signed face to face, and notices in one Bengali daily and one English daily with the same wording, both complete original pages kept because a cutting is refused.
| Item | Detail |
|---|---|
| Government fee | Commonly Rs 1,100 for an adult and Rs 1,700 for a minor, on BharatKosh and nowhere else, non-refundable and revised each financial year |
| Our charge | Always a separate line on your quote, given before you pay |
| Applicants living abroad | A higher Government fee applies, commonly in the range of Rs 7,500 to Rs 9,000 |
| The file | Prescribed form in two copies, undertaking, request letter to the Controller of Publications, soft copy of the notice, identity of applicant and witness, two photographs, both full newspaper pages |
| Published in | Part IV of the Gazette of India, commonly 30 to 45 days after the file is lodged |
| Afterwards | A free PDF from egazette.gov.in that never expires and needs no attestation |
The whole route is set out on Gazette name change in Tripura, the stage timings and the reasons files get rejected on time, fees and rejection reasons, and getting your published page on how to check status and download your copy. Start the Gazette first, then Aadhaar and PAN, and only then book the passport appointment. Call 9540005026 or send your documents on WhatsApp, and we will tell you honestly whether you need the Gazette at all.
Passport and Gazette words, explained
A short glossary, so nothing on this page needs looking up.
- Central Gazette
- The Gazette of India, published by the Department of Publication at Civil Lines, Delhi. It is accepted in every office in India, including every office in Tripura, and by foreign missions.
- Part IV
- The section of the Gazette of India that carries notices from private people rather than from the Government. A personal name change appears here and nowhere else.
- Proforma
- The typed page that becomes your Gazette notice. It is filed in two identical copies, signed in your existing old name, and witnessed by two people.
- Affidavit
- A written statement you swear is true before a notary. For a name change it records your old name, your new name, your parent's or husband's name, your address and the reason.
- Re-issue
- A passport application that replaces an existing booklet. A change of name is a re-issue, so the number and validity are new and the old booklet is cancelled and returned.
- Annexure J
- A joint declaration by a husband and wife carrying a joint photograph and both signatures, used at a passport counter where there is no registered marriage certificate.
- POPSK
- A Post Office Passport Seva Kendra, running the same three counters and the same software as a Passport Seva Kendra, under the same Regional Passport Office.
- RPO Guwahati
- The Regional Passport Office holding jurisdiction for Tripura. It grants, prints and dispatches passports, and applicants never attend it in person.
- Newspaper notice
- The same wording published in one Bengali daily and one English daily circulating in Tripura. The complete original page of each is kept, because a cutting is refused.
- CD certificate
- A signed page declaring that the soft copy and the hard copy of your notice carry the same matter, that you are responsible for any mismatch and for the quality of the CD, and that the file is in MS Word format.
- Department of Publication
- The office of the Government of India that publishes the Gazette, at Civil Lines behind the Delhi Vidhan Sabha Metro Station. It is the only office in the country that accepts a personal name change file.
- Two witnesses
- The Gazette notice carries two witnesses, each giving a signature, a full name and a complete address. Initials or a partial address are a common reason a file is returned.
