Why a name changed abroad does not change Indian records
People arrive at this page in one of two situations. Either they have already changed their name lawfully where they live, by deed poll, statutory declaration, court order or on marriage, and have discovered that their Indian passport, PAN and property papers still carry the old one. Or they are about to change it and have been told, correctly, to sort out the Indian side at the same time.
The principle is simple. Indian authorities act on Indian records. A document issued by another country's system proves what happened there; it does not instruct an Indian office to alter its register. What does that is publication in the Gazette of India, which every Indian authority reads the same way, whether you are standing in Agartala or in Dubai.
The deed attested by the Embassy or High Commission
For applicants living abroad the Department's guidance is specific: the deed of change of name is submitted attested by the respective Indian Embassy or Indian High Commission, in original. Not a scan, not a certified copy made locally, and not a notarisation by a notary in your city alone.

Evidence that the fee really is revised
This is not a hedge we invented to protect ourselves. An official guideline document for change of name states the applicants abroad fee as a particular amount with effect from 1 April 2016 to 31 March 2017, scoped explicitly to that financial year. A Government publication setting out a fee for one year and no longer is the clearest possible demonstration that nobody should quote you a permanent number, ourselves included. That is why every figure on this site says commonly, and why we confirm the amount on the day of filing.

Families changing a surname together
This is the most expensive surprise for families abroad, so it is better said early: a change of name is filed per person. A family of four adopting one new surname files four applications, four affidavits or deeds, four sets of newspaper notices and four Government fees, and each child needs a separate one made by a parent.

That last row is worth a call before you budget for four filings. If the family name was written wrongly in a school or other record rather than genuinely changed, the route and the cost are different. The child route is on minor name change in Tripura.

- Deed of change of name
- The declaration renouncing a former name and assuming a new one. For an applicant living abroad it is submitted attested by the Indian Embassy or High Commission, in original.
- Consular attestation
- Certification by an Indian mission abroad that a document was signed before it. It is what allows a deed executed overseas to be accepted by the Department in Delhi.
- Apostille
- Authentication through the Ministry of External Affairs for use in countries party to the Hague Convention. Foreign bodies sometimes ask for it on an Indian Gazette page.
- Applicants abroad fee
- The higher Government fee charged when the applicant is living outside India, commonly in the range of Rs 7,500 to Rs 9,000 and revised for each financial year.
- OCI card
- Overseas Citizen of India registration. Its details follow the passport, so the passport is updated first and the OCI afterwards.
- BharatKosh
- The Government's Non-Tax Receipt Portal, the only accepted channel for the Central Gazette fee, and payable from outside India.

- The whole printed newspaper page carrying the notice, with masthead and date visible. A cutting is refused, which is worth telling whoever buys the papers for you.
- Correction against change
- A correction says a record is wrong, and one notice can cover several family members. A change says you have taken a new name, and each person files separately.
