What is being changed, and what never is
A caste certificate is not like a licence or a card. It does not grant you anything; it records a fact about where you were born and to whom. That fact is fixed, and no application, affidavit, publication or fee alters it.

Why your family's records decide this, not yours
Every other document on this site is about you. Your Aadhaar proves you, your mark sheet records your examination, your passport is issued to you. A caste certificate is different in kind: it certifies that you belong to a community, and belonging is established through the family you were born into.
That single difference explains almost everything applicants find confusing. It is why a folder of recent identity cards does not help. It is why the office asks about your father. It is why a sibling's certificate carries weight that your own Aadhaar does not. And it is why a mismatch in a parent's name is fatal in a way that it would not be at a bank.

Note how little of that list is about you. Applicants routinely arrive with four identity documents and nothing from the family, which is the wrong half of the file.
When the father's name does not match
More caste certificate applications fail on a parent's name than on anything else, and the reason follows from everything above: the office is tracing a family, and a father's name is the thread it follows. If that thread reads differently on two documents, the trace stops.

Marriage does not change your community
This causes real anxiety and real wasted effort, so it is worth stating plainly. A woman's community follows her birth, like everybody else's. Marrying does not move her into her husband's community and does not move her out of her own.
What can change on marriage is her surname, and therefore the name printed on a certificate she needs to produce. That is a name question, handled exactly like every other name question on this site, and it does not touch the community at all.

How it is filed while you stay in Tripura
One office in India accepts a personal name change file, the Department of Publication at Civil Lines, behind the Delhi Vidhan Sabha Metro Station, Delhi 110054. There is no counter in Agartala or anywhere in Tripura. Our Delhi head office lodges the file in person. Your part is local: an affidavit sworn before a notary in person, which is the one step nobody can do online, and notices in one Bengali daily and one English daily with identical wording, keeping the complete original page of each because a cutting is refused. The file itself is five papers, the affidavit, the two newspaper pages, a CD certificate, a request letter to the Controller and the notice proforma in two copies signed before two witnesses. The Government fee is commonly Rs 1,100 for an adult and Rs 1,700 for a minor, on BharatKosh only, non-refundable and revised each financial year, with our service charge always stated as a separate line before anything is paid. Publication appears in Part IV commonly 30 to 45 days after filing and the copy is a free PDF from egazette.gov.in.
