What the PAN and Aadhaar link actually checks
When you enter your PAN and Aadhaar on the e-filing portal, it sends the pair to UIDAI and compares the name, date of birth and gender held against the PAN with the ones held against the Aadhaar. A difference in any of the three returns a failure message. The name comparison is on the stored name, not the printed card, so a name shown as an initial on one and in full on the other fails, and so does Deb Barma against Debbarma. In earlier years the portal let a very small name variation through with an OTP; in practice now, plan on an exact match, because a failed attempt costs you nothing but a rejected one after a paid fee costs a fresh application.
Why Tripura residents must link PAN and Aadhaar when Assam and Meghalaya residents need not
The Government exempted residents of Assam, Meghalaya and Jammu and Kashmir from mandatory linking, along with non-residents, non-citizens and anyone aged 80 or more during the year. The exemption is by state of residence in the tax records, and Tripura is not on the list. A Tripura resident who hears from a colleague in Guwahati or Shillong that "linking is not compulsory here" is hearing about a different state. Where PAN carries the slip, file a change or correction request on Protean or UTIITSL, tick name, and choose Aadhaar e-KYC. The portal pulls the name from UIDAI, so the corrected PAN is identical to Aadhaar by construction; nothing is uploaded. Pay the fee, commonly Rs 107 for a card, e-sign, and the e-PAN arrives in 2 to 3 days. Then re-link. - Inoperative PAN
- A PAN that has not been linked to Aadhaar. No return can be filed, refunds are held and tax is deducted at a higher rate until the link is made.
- e-KYC
- Electronic verification through Aadhaar with an OTP on the registered mobile. Portals use it to pull your name rather than let you type it.
- UIDAI
- The Unique Identification Authority of India, which issues and updates Aadhaar. It accepts documents rather than declarations when a name is being changed.
- CD certificate
- A signed page declaring that the soft copy and the hard copy of your notice carry the same matter, that you are responsible for any mismatch and for the quality of the CD, and that the file is in MS Word format.
- Newspaper notice
- The same wording published in one Bengali daily and one English daily circulating in Tripura. The complete original page of each is kept, because a cutting is refused.
- One and the same person affidavit
- A short sworn statement that two named records belong to one person. Banks, colleges and employers usually accept it; UIDAI, boards, passport counters and recruitment panels do not.
