Two neighbours, two different offices

Name Change in Jirania, West Tripura District

Jirania sub-division holds village committee areas under the district council alongside gram panchayat areas, sometimes close to one another. Which one your address falls in decides who registered your records and therefore who can correct them. Two families in neighbouring villages can need two entirely different offices for the same job.

Quick answer

Find out whether your address sits in a village committee area under the district council or in a gram panchayat area, because that decides which body registered your records and which one can correct them. Nobody else can correct another body's entry. The affidavit is sworn locally, and the Gazette is filed in Delhi from anywhere.

Key takeaways

  • Establish which local body covers your address first.
  • Only the body that registered a record can correct it.
  • Neighbouring villages can fall under different bodies.
  • A birth certificate is a Registrar correction, not a Gazette.
  • Caste and ST certificates take their own route.
  • No Gazette counter exists here or anywhere in the state.

Which local body holds your record

Name change services in Jirania, West Tripura district
Same road, different office, depending on which side you live.

Tripura has two parallel systems of local bodies, and in a sub-division like Jirania both are present. Village committees operate in areas under the district council; gram panchayats operate elsewhere. Neither can touch the other's records.

The two kinds of local body
If your address is inYour local body is
A district council areaA Village Committee
A non-council rural areaA Gram Panchayat
A town areaA municipal body or Nagar Panchayat

Does the district office help? Not for the entry itself
What decides itWhere the record was registered, not where you live now
The last row is the one people miss. If you have moved within the sub-division, the correcting body is the one that made the original entry, not the one covering your present house. Moving does not move your records.

How to find out, without travelling

You can usually settle this from home, and doing so is worth more than any other single step on this page.

Look at the certificate

  • The issuing body is normally named on it
  • Note the registration number and year
  • Note the place of registration, not your address
  • Photograph both sides

If the certificate is lost

  • Ask where the birth was registered at the time
  • Older relatives usually remember the office
  • Ask that body whether the entry is with them
  • Only then plan a visit

Send us the photograph and we will tell you which body it points to before you go anywhere.

Birth certificates, and why the body matters

A birth certificate is corrected by the Registrar who holds the entry, under the law that governs birth and death registration. It is not corrected by a Gazette notice, and no amount of paying for one will change a birth record.

ST, caste and other certificates

Community certificates do not follow the local body route or the Gazette route. They are applied for through e-District Tripura and decided at the sub-divisional level, and a name on one of them follows your other records rather than leading them.

The order to do things in from Jirania

1

Identify your local body

From the certificate, not from your address.

2

Start board work

The slowest item, wherever you live.

3

Settle the spelling

Before the notary, not after.

4

Swear the affidavit

Locally, in person.

5

Papers, then Delhi

Only where it is a genuine change.

6

Certificates last

Once the source records agree.

What each step actually involves is on the name change process page, which this page does not repeat.

The affidavit, locally

An affidavit is sworn rather than filled in, so you appear before a notary in person and sign in front of them. Notaries are found around court areas, and this is the one part of a name change that nobody can do for you.

Take with you

  • Identity proof in your existing name
  • The exact old and new spellings, written down
  • Your address as you want it printed
  • Both parents, if the affidavit is for a child

Decide beforehand

  • The exact spelling you are moving to
  • How your father's or husband's name is written
  • Whether a surname is one word or two
  • Which records you will name in it

The format is on name change affidavit in Tripura.

The two newspapers

Where the Gazette fits, from Jirania

There is no Gazette counter in Jirania, in Agartala, or anywhere in Tripura. The file goes to one office in Delhi, so where in the sub-division you live changes nothing here. It is also worth repeating that a Gazette does not correct a birth certificate, a mark sheet or a caste certificate. It supports a name change; it does not overrule another authority's record. Anybody offering to file a Central Gazette notice within the state is describing something that does not exist.

What goes into the file

A Central Gazette file is five papers and the Department accepts or returns it as a whole. Nothing is returned afterwards, so it is assembled once and assembled properly.

The five papers in a Central Gazette file
PaperWhat it must say or be
1. The affidavitOn non-judicial stamp paper, notarised in person, giving the old name, the new name, the address and the reason. The one step nobody can do online
2. Two newspaper pagesOne Bengali daily and one English daily circulating in Tripura, identical wording, and the complete original page of each with masthead and date. A cutting is refused
3. The CD certificateA declaration that the soft copy matches the hard copy, accepting responsibility for any mismatch. The most commonly forgotten paper in the file
4. The request letterAddressed to the Controller, Publication Department, Civil Lines, Delhi 110054
5. The proforma, in two copiesComputer typed, not handwritten, signed in the existing old name, with two witnesses giving signature, full name and full address

What the notice actually says

Change of name style

No. ADVT IV /

I, [existing name], son of / daughter of [father's name], residing at [full address, Jirania, West Tripura, PIN], hitherto known as [existing name], have changed my name and shall hereafter be known as [new name].

[Signed in the existing old name]  •  Witness 1 and Witness 2, each with signature, full name and full address

Correction style, where a record carries a wrong version

No. ADVT IV /

PUBLIC NOTICE

It is for general information that I, [your full name], son of / daughter of [father's name], residing at [full address, Jirania, West Tripura, PIN], do hereby declare that my name has been wrongly written as [the wrong version, quoted exactly as printed] in my [name the record, with number and year], whereas my actual and correct name is [the correct version]. Both the said names refer to one and the same person, namely myself.

[Signature in your existing name]  •  Witness 1 and Witness 2, each with signature, full name and full address

Three details decide acceptance. A wrong version is quoted exactly as printed, spacing and punctuation included, and never tidied. Where several records carry it, each is named in turn with its own wrong version. And the proforma is computer typed in two copies, signed in the existing old name, with both witnesses giving a full address. Every variant is on the proforma format page.

The stages, and how it is filed from Jirania

Only one office in India accepts a personal name change file, the Department of Publication at Civil Lines, behind the Delhi Vidhan Sabha Metro Station, Delhi 110054, and there is no counter in Agartala or Jirania. Our Delhi head office lodges it in person. The local part stays in West Tripura: the affidavit sworn before a notary, and both newspaper notices booked together so the file is not waiting on one of them. The Government fee is commonly Rs 1,100 for an adult and Rs 1,700 for a minor, paid on BharatKosh only, non-refundable and revised each financial year, with our service charge always given as a separate line before anything is paid. Publication appears in Part IV commonly 30 to 45 days after filing, on a weekly release cycle, and the copy is a free PDF from egazette.gov.in that never expires and needs no attestation for use in India. The full route is on Gazette name change in Tripura.

Names written more than one way

Alongside the question of which body holds a record, the usual difficulty in a file from here is a name written differently across documents made at different times, often because a Kokborok or Bengali name has more than one reasonable English spelling.

What to do

  • Write out every version exactly as printed
  • Choose one spelling to keep
  • Usually the one on board records
  • Make everything else match it

What decides the route

  • Whether it is a correction or a change
  • Correction is cheaper and often enough
  • A change needs the newspaper and Gazette route
  • Decide this before paying for anything

Jirania and West Tripura, frequently asked questions

Which office corrects my birth certificate?+
The body that registered the birth. Tripura has two parallel systems of rural local bodies, and in a sub-division like Jirania both are present: village committees in areas under the district council, and gram panchayats elsewhere. Neither can touch the other's records.
I have moved within the sub-division. Does that change anything?+
No, and this is the detail people most often miss. The correcting body is the one that made the original entry, not the one covering your present house. Moving does not move your records.
How do I find out which body it is without travelling?+
Look at the certificate, because the issuing body is normally named on it along with the registration number and year. Photograph both sides and send them to us. If the certificate is lost, ask older relatives where the birth was registered at the time, then ask that body whether the entry is with them before planning a visit.
Can a Gazette notice fix a birth certificate?+
No. A birth certificate is corrected by the Registrar who holds the entry, under the law governing birth and death registration. A Gazette supports a name change; it does not overrule another authority's record, and no amount of paying for one will change a birth entry.
Two neighbours told me different things about which office to use.+
Both may be right. Village committee areas and gram panchayat areas can sit close to one another in this sub-division, so two families in neighbouring villages genuinely need two different offices for the same job. Go by your own certificate rather than by what worked for someone else.
Where do ST and caste certificates go?+
They are applied for through e-District Tripura and decided at the sub-divisional level, which is a different route from both the local body and the Gazette. A name on a community certificate follows your other records rather than leading them, so fix the source records first.
What counts as a source record?+
A birth entry or a board record, because other documents are built on them. Correcting a certificate while the record underneath it still carries the old version simply creates a fresh mismatch, which is why certificates come last in the order.
My name is spelled differently across documents.+
That is common here, often because a Kokborok or Bengali name has more than one reasonable English spelling and different offices recorded what they heard. Write out every version exactly as printed, choose one spelling to keep, usually the one on board records, and make everything else match it.
Is that a correction or a change?+
A correction is where a record is wrong and your name never changed, and it is cheaper and often enough on its own. A change is where you are moving to a new name, and that needs the newspaper and Gazette route. Decide which before paying for anything.
Is there a Gazette counter in Jirania or Agartala?+
No, and there is none anywhere in Tripura. The file goes to a single office in Delhi, so where in the sub-division you live changes nothing at this step. Anybody offering to file one within the state is describing something that does not exist.
Did my district change in 2012?+
No. West Tripura lost territory to the new Khowai and Sepahijala districts but kept its name and its headquarters at Agartala, so your documents say West Tripura whatever their age.
What must I do in person?+
Swear the affidavit. It is sworn rather than filled in, so you appear before a notary, sign in front of them and have it attested. Notaries are found around court areas, and this is the one part of a name change nobody can do for you.

Who wrote and checked this page

This page is written and maintained by the Tripura Name Change documentation desk under founder Vipin Chauhan, B.Tech LL.B, who has 5+ years of direct filing experience with the Department of Publication in Delhi, with our Tripura office at Capital Complex in Agartala. Which local body covers a particular village is a matter for the administration and can change, so we have described how to identify the body from your own certificate rather than listing areas that would date.
