Bigger town, smaller role

Name Change in Bishalgarh, Sepahijala District

Bishalgarh is the better known town and it gives its name to the sub-division. What it is not is the district headquarters. That sits at Bishramganj, which lies inside this same sub-division. So the question here is never which town to go to. It is which level of office your particular job needs.

Quick answer

Bishalgarh is a sub-divisional headquarters, not the district one. Sepahijala's district headquarters is Bishramganj, which sits inside the Bishalgarh sub-division. Sub-divisional work is handled here, district level work at Bishramganj, and Agartala is close enough for passport matters. The Gazette file goes to Delhi from anywhere.

Key takeaways

  • The biggest town in an area is not always the district one.
  • Bishramganj holds the district offices, and it is nearby.
  • Ask which level your job needs before you travel.
  • Older papers naming West Tripura are correct.
  • Agartala is genuinely close from here, unlike most towns.
  • No Gazette counter exists here or anywhere in the state.

Which level of office you need

Not which town. Which level.

Elsewhere in Tripura the practical question is how far you have to travel. Here the towns are close together, so the question that actually wastes people's time is a different one: whether a given job belongs to the sub-division, the district, the local registering body or somewhere else entirely.

Ask which level before you ask which town. One phone call establishing whether a job is a sub-divisional or a district matter saves more time here than any amount of planning around distance, because the towns are near enough that the journey was never the problem.

Why the headquarters is not here

When Sepahijala was created out of West Tripura in 2012, the district headquarters went to Bishramganj rather than to Bishalgarh, which is the larger and better known town. Bishramganj then sits inside the Bishalgarh sub-division, so the district office is administratively above the sub-division it physically stands in.

That arrangement catches people who reasonably assume the bigger town must be the district one. It is worth knowing once, and then it stops being confusing.

Being close to Agartala

Most of our town pages spend their time telling you how to avoid a trip to the capital. Sepahijala is the exception. Agartala is roughly 35 to 40 km away, so the things that genuinely require it stop being a problem worth planning around.

Papers that say West Tripura

Sepahijala was created in January 2012, so anything issued here before that names West Tripura as the district. That is correct for its date and needs no correction at all.

The order to do things in from Bishalgarh

1

Start board work first

The slowest item, wherever you live.

2

Settle the spelling

Before the notary, not after.

3

Swear the affidavit here

Locally, in person.

4

Book both papers together

Arranged, no travel.

5

Pay online, file in Delhi

We lodge it. Nobody here travels for this.

6

Ask which level for certificates

Bishalgarh or Bishramganj, by the job.

What each step actually involves is on the name change process page, which this page does not repeat.

The affidavit, locally

An affidavit is sworn rather than filled in, so you appear before a notary in person and sign in front of them. Notaries are found around court areas, and this is the one part of a name change that nobody can do for you.

Take with you

  • Identity proof in your existing name
  • The exact old and new spellings, written down
  • Your address as you want it printed
  • Both parents, if the affidavit is for a child

Decide beforehand

  • The exact spelling you are moving to
  • How your father's or husband's name is written
  • Whether a surname is one word or two
  • Which district to state, which is Sepahijala today

The format is on name change affidavit in Tripura.

Where the Gazette fits, from Bishalgarh

There is no Gazette counter in Bishalgarh, in Bishramganj, in Agartala, or anywhere in Tripura. The file goes to one office in Delhi, so being close to the capital makes no difference at this step at all. Anybody locally offering to file a Central Gazette notice within the state is describing something that does not exist, though preparing papers and sending them to Delhi is legitimate work.

What goes into the file

A Central Gazette file is five papers and the Department accepts or returns it as a whole. Nothing is returned afterwards, so it is assembled once and assembled properly.

The five papers in a Central Gazette file
PaperWhat it must say or be
1. The affidavitOn non-judicial stamp paper, notarised in person, giving the old name, the new name, the address and the reason. The one step nobody can do online
2. Two newspaper pagesOne Bengali daily and one English daily circulating in Tripura, identical wording, and the complete original page of each with masthead and date. A cutting is refused
3. The CD certificateA declaration that the soft copy matches the hard copy, accepting responsibility for any mismatch. The most commonly forgotten paper in the file
4. The request letterAddressed to the Controller, Publication Department, Civil Lines, Delhi 110054
5. The proforma, in two copiesComputer typed, not handwritten, signed in the existing old name, with two witnesses giving signature, full name and full address

What the notice actually says

Change of name style

No. ADVT IV /

I, [existing name], son of / daughter of [father's name], residing at [full address, Bishalgarh, Sepahijala, Tripura, PIN], hitherto known as [existing name], have changed my name and shall hereafter be known as [new name].

[Signed in the existing old name]  •  Witness 1 and Witness 2, each with signature, full name and full address

Correction style, where a record carries a wrong version

No. ADVT IV /

PUBLIC NOTICE

It is for general information that I, [your full name], son of / daughter of [father's name], residing at [full address, Bishalgarh, Sepahijala, Tripura, PIN], do hereby declare that my name has been wrongly written as [the wrong version, quoted exactly as printed] in my [name the record, with number and year], whereas my actual and correct name is [the correct version]. Both the said names refer to one and the same person, namely myself.

[Signature in your existing name]  •  Witness 1 and Witness 2, each with signature, full name and full address

Three details decide acceptance. A wrong version is quoted exactly as printed, spacing and punctuation included, and never tidied. Where several records carry it, each is named in turn with its own wrong version. And the proforma is computer typed in two copies, signed in the existing old name, with both witnesses giving a full address. Every variant is on the proforma format page.

The stages, and how it is filed from Bishalgarh

Only one office in India accepts a personal name change file, the Department of Publication at Civil Lines, behind the Delhi Vidhan Sabha Metro Station, Delhi 110054, and there is no counter in Agartala or Bishalgarh. Our Delhi head office lodges it in person. The local part stays in Sepahijala: the affidavit sworn before a notary here, and both newspaper notices booked together so the file is not waiting on one of them. The Government fee is commonly Rs 1,100 for an adult and Rs 1,700 for a minor, paid on BharatKosh only, non-refundable and revised each financial year, with our service charge always given as a separate line before anything is paid. Publication appears in Part IV commonly 30 to 45 days after filing, on a weekly release cycle, and the copy is a free PDF from egazette.gov.in that never expires and needs no attestation for use in India. The full route is on Gazette name change in Tripura.

Sonamura, Melaghar and Jampuijala

Sepahijala has three sub-divisions, Bishalgarh, Sonamura and Jampuijala, and several towns of real size rather than one dominant centre. Melaghar and Sonamura sit in the Sonamura sub-division, so people there deal with their own sub-divisional headquarters rather than with Bishalgarh.

Work out first

  • Which sub-division your address falls in
  • Whether the job is sub-divisional or district level
  • Which body registered any birth involved
  • Whether the trip is needed at all

If you live in a council area

  • The Village Committee holds local records
  • That matters most for birth certificates
  • Confirm which body issued yours
  • Ask there before applying elsewhere

The birth certificate routing is on birth certificate name correction in Tripura.

Bishalgarh and Sepahijala, frequently asked questions

Is Bishalgarh the district headquarters of Sepahijala?+
No. Bishalgarh is a sub-divisional headquarters and gives its name to the sub-division, but the district headquarters is at Bishramganj. That catches people who reasonably assume the larger and better known town must be the district one.
Where exactly is Bishramganj in relation to us?+
It sits inside the Bishalgarh sub-division, so the district office is administratively above the sub-division it physically stands in. The two towns are close together, which is why the useful question here is about levels rather than distance.
How do I know which office my job belongs to?+
Ask before travelling. One phone call establishing whether something is a sub-divisional matter, a district matter or a job for the body that registered a birth saves more time in Sepahijala than any amount of planning around distance, because the towns are near enough that the journey was never the problem.
My older documents say West Tripura.+
That is correct for their date. Sepahijala was created in January 2012, partly out of West Tripura, so anything issued here before that names the old district. It needs no correction, and two of your papers disagreeing simply means they come from different periods.
Which district do I write on a form now?+
Sepahijala, including in the Gazette notice and on the affidavit. Let older documents say what they have always said, and use your present address as it stands today.
Is Agartala far from Bishalgarh?+
No. It is roughly 35 to 40 km, which makes this one of the few districts where the capital is genuinely easy to reach. That matters for passport appointments and anything at a state office, and it is worth ignoring for the many things that are handled locally.
Is there a Gazette counter in Bishalgarh or Bishramganj?+
No, and there is none in Agartala or anywhere in Tripura. The file goes to a single office in Delhi, so being close to the capital makes no difference at this step at all. Anybody offering to file one locally is describing something that does not exist.
I live in Melaghar or Sonamura.+
Those sit in the Sonamura sub-division rather than Bishalgarh, so you deal with your own sub-divisional headquarters for that level of work. District level matters still go to Bishramganj, since that serves the whole of Sepahijala.
Who corrects a birth certificate here?+
The body that registered the birth, which may be a Village Committee, a Gram Panchayat or a town body. It is a Registrar correction rather than a Gazette job, and you often do not need us for it at all.
What must I do in person?+
Swear the affidavit. It is sworn rather than filled in, so you appear before a notary, sign in front of them and have it attested. Notaries are found around court areas, and this is the one part of a name change nobody can do for you.
Does it cost more here than in Agartala?+
No. The Government fee is the same, newspaper rates belong to the papers, certificate fees are set by the department, and notary charges are broadly similar across the state. Travel costs are low here because everything relevant is close.
Why does this page not list office addresses?+
Because locations, sitting days and requirements change, and a confident wrong address costs you a journey. Ring the office before travelling, even when it is nearby. That habit prevents most wasted trips.

Who wrote and checked this page

This page is written and maintained by the Tripura Name Change documentation desk under founder Vipin Chauhan, B.Tech LL.B, who has 5+ years of direct filing experience with the Department of Publication in Delhi, with our Tripura office at Capital Complex in Agartala. The creation of Sepahijala district in January 2012, its three sub-divisions and its headquarters at Bishramganj are recorded on the district administration's own site. Office locations, sitting days and requirements are set locally and change, so we have described where each step belongs rather than listing addresses that would date.
