Passport Name Change After Marriage in Tripura

Marriage is the one name change the Passport Rules treat gently. Since the 2016 amendment, a married applicant changing a surname or adding a spouse's name furnishes no proof of marriage beyond the details on the form, and the counter in practice takes the marriage certificate or the Annexure J joint declaration. No Gazette, no newspaper notices, no two-document rule. The amendment of 23 December 2016 to Schedule III of the Passport Rules, 1980 says that for married applicants applying for a change of name or addition of a spouse's name, for divorcees applying for a change of name or deletion of a spouse's name, and for re-married applicants, no proof of marriage or of its dissolution is required beyond the details provided in the application form. The same notification keeps the newspapers-or-Gazette and two-document requirement for changes of name in all other circumstances. In other words the rules deliberately separate marriage from every other reason for changing a name.

In practice the counter at PSK Agartala still asks to see something, and takes the marriage certificate, Annexure J, or the spouse's passport with your name endorsed. That is a verification habit, not a Gazette requirement, and it is satisfied by a document you already have or can sign in ten minutes.

Annexure J and when it saves a Tripura couple

Annexure J is a joint declaration by a husband and wife, carrying a joint photograph of the couple and signed by both, declaring the marriage and the applicant's changed name. It exists for the couple with no registered marriage certificate, which is still common in Tripura where the wedding is solemnised by community or religious rites and never registered. Register the marriage anyway. Annexure J moves the passport, but Aadhaar, PAN, the bank, LIC and the ration card all read a certificate, not a declaration. If the marriage is unregistered, registering it once solves every later office; see marriage certificate for name change in Tripura.

Why Aadhaar goes before the passport after marriage

The marriage carve-out removes the two-document rule, but it does not remove the counter's habit of reading your Aadhaar against your application. An applicant whose Aadhaar still shows the maiden name, applying in the married name, invites a question that costs the appointment. Aadhaar is updated on the marriage certificate at a centre in your district, commonly in 7 to 30 days, and PAN follows in ten minutes by e-KYC. Then the passport. The new booklet and your old visas

A name change is a re-issue, so the passport you receive is a new booklet with a new number and fresh validity, and the old one comes back cancelled with your visas still inside it. A valid visa does not move to the new booklet. Many countries let you travel on the old visa carrying both passports; some require the visa to be re-stamped or transferred. Check the destination's rule before you book a ticket, and never dispose of the cancelled booklet while a visa in it is live. If a trip is close, consider whether the re-issue can wait until after it.

Police verification for a marriage name change

A re-issue on marriage, where the earlier passport was granted after verification and the address has not changed, is often granted without a fresh police check, or with a post-issue check. Where you have moved to the marital home, the new address usually triggers a verification at that address, so name the correct police station on the form and keep the folder ready for the officer. The address change is ticked in the same application, at no extra fee.

Divorce and remarriage on the same passport rule

The same provision covers a divorcee applying for a change of name or the deletion of a spouse's name, and a re-married applicant changing the name or the spouse's name. No proof of the dissolution is required beyond the form, though a counter commonly asks to see the decree. Reverting to the maiden name at the passport office is therefore lighter than at some other offices, which is why the passport is sometimes the easiest of the post-divorce updates. Central Gazette for the two marriage cases the rules leave out

The two exceptions deserve the same clarity, because a bride who falls into one of them and does not know it will be turned back at the counter with a booked appointment wasted. What a Gazette file contains, step by step

A complete file is five items long, and each one is checked at the counter. Preparing them in the right order saves a return journey, because a paper signed in the wrong name has to be redone from the beginning.

The signature on the proforma trips up more files than any other item. You are declaring that the person formerly called the old name has changed it, so the signature is made in that old name, and the new name appears only in the body of the notice.

Gazette notification
A formal announcement printed in the official journal of the Government. For a name change it is the document Aadhaar, PAN, passport offices, banks and employers accept as proof that the change was made.
Central Gazette
The Gazette of India, published by the Department of Publication at Civil Lines, Delhi. It is accepted in every office in India, including every office in Tripura, and by foreign missions.
Part IV
The section of the Gazette of India that carries notices from private people rather than from the Government. A personal name change appears here and nowhere else.
Proforma
The typed page that becomes your Gazette notice. It is filed in two identical copies, signed in your existing old name, and witnessed by two people.
Affidavit
A written statement you swear is true before a notary. For a name change it records your old name, your new name, your parent's or husband's name, your address and the reason.
Re-issue
A passport application that replaces an existing booklet. A change of name is a re-issue, so the number and validity are new and the old booklet is cancelled and returned.
Annexure J
A joint declaration by a husband and wife carrying a joint photograph and both signatures, used at a passport counter where there is no registered marriage certificate.
POPSK
A Post Office Passport Seva Kendra, running the same three counters and the same software as a Passport Seva Kendra, under the same Regional Passport Office.
RPO Guwahati
The Regional Passport Office holding jurisdiction for Tripura. It grants, prints and dispatches passports, and applicants never attend it in person.
Newspaper notice
The same wording published in one Bengali daily and one English daily circulating in Tripura. The complete original page of each is kept, because a cutting is refused.
CD certificate
