Documents Required for Name Change in Tripura

Almost every checklist you will find online stops at the Gazette, as though publication were the finish line. It is the halfway point. The documents you need fall into five separate stages, and the last one, the passport, has a requirement that quietly decides the order of everything before it. Aadhaar first is not a preference, it is a dependency. Almost every other system verifies against it, and correcting PAN before Aadhaar creates a mismatch you then have to unpick.

The passport rule that sets the whole order

Here is the requirement that explains why this page is arranged the way it is. For a re-issue in a changed name, the passport file asks for proof of the change and, separately, for at least two public or school documents that already carry the new name. The document code used for them is 8176.

Think about what that means. A freshly published Gazette page proves the change, but on the day it is published you own no document in the new name at all. So the Gazette alone cannot complete a passport file. You have to spend the Gazette first on Aadhaar and PAN, and those corrected cards then become the two public documents the passport counter is asking for.

So the order is not advice, it is arithmetic. Gazette, then Aadhaar, then PAN, then book the passport appointment. Book it earlier and you will arrive holding a Gazette page and two cards in your old name, which is exactly the file the counter cannot accept. A witness with identity

Two witnesses sign the proforma with full names and complete addresses, and identity is attached for one. Choose somebody reachable, not a passer-by at the typing shop.

Copies of everything

The originals go into the file and do not come back. Photograph the affidavit and both newspaper pages before they leave your hands, and keep three photocopies of each.

How the file is lodged from Tripura

Having the documents is one thing; getting them accepted is another. The file goes to a single office in the whole country, the Department of Publication at Civil Lines, behind the Delhi Vidhan Sabha Metro Station, Delhi 110054. There is no counter in Agartala and no state alternative, because the Tripura Gazette carries Government notifications rather than personal notices. Our Delhi head office lodges the file in person, so a problem at the counter is seen and fixed the same day rather than learned about by post six weeks later.

Self-attested copy
A photocopy you have signed yourself to confirm it is a true copy of the original. Most offices in this process accept self-attestation rather than requiring a Gazetted officer.
Public document
A document issued by a Government authority or a school or board. A passport re-issue asks for two of them already carrying your new name.
Document code 8176
The passport document code for the two public or school documents issued in the changed name that a name change re-issue file must include.
Non-ECR
Emigration Check Not Required status on a passport. A Matriculation certificate or any higher qualification is the usual proof claimed for it.
CD certificate
A signed page declaring that the soft copy and the hard copy of your notice carry the same matter, that you are responsible for any mismatch and for the quality of the CD, and that the file is in MS Word format.
Proforma
The typed page that becomes your Gazette notice, filed in two copies, computer typed rather than handwritten, and signed in your existing old name.
Two witnesses
The Gazette notice carries two witnesses, each giving a signature, a full name and a complete address. Initials or a partial address are a common reason a file is returned.
Complete original page
The whole printed newspaper page carrying your notice, with masthead and date visible. A cutting of the notice alone is refused.
BharatKosh
The Non-Tax Receipt Portal at bharatkosh.gov.in, the only accepted channel for the Central Gazette fee. Its receipt goes into the file.
One and the same person affidavit
A short sworn statement that two named records belong to one person. Banks, colleges and employers usually accept it; UIDAI, boards, passport counters and recruitment panels do not.
Registrar of Births and Deaths
The authority that issues and corrects a birth certificate, at the municipal body, Nagar Panchayat, Village Committee or Gram Panchayat that registered the birth.
Part IV
The section of the Gazette of India that carries notices from private people rather than from the Government. A personal name change appears here and nowhere else.

What does a minor's file add?+
The child's birth certificate, identity for both parents, and a parent as the applicant throughout. The affidavit states the child's date of birth, the notice is the specimen form for a minor, and the Government fee is the higher minor rate.
What if I am changing my name after marriage?+
Add the marriage certificate. For a plain surname change it often does the whole job by itself on Aadhaar and elsewhere, with no Gazette file needed. The Gazette is for the cases the certificate cannot prove, such as a first name also changing.
What do Government employees need instead?+
Central Government staff use a deed of change of name typed on plain paper and witnessed by two Gazetted officers of the same Department, followed by a service book entry. Tripura State employees should ask their establishment section which Gazette it accepts before spending anything.
Where do I pay the Government fee?+
On BharatKosh at bharatkosh.gov.in, and nowhere else. The receipt goes into the file. The fee is non-refundable and is revised each financial year, so it is confirmed on the day of filing.
Where do I download the Gazette afterwards?+
From egazette.gov.in, free. Some older guides still point at a different domain. Publication has been digital only since October 2015, so nothing is posted to you, and the PDF needs no attestation and never expires.
