Your district changed in 2012

Name Change in Udaipur, Gomati District

Two things make Udaipur different from most towns in Tripura. It is a district headquarters, so a great deal more is local here than people assume and the surrounding blocks travel in rather than out. And Gomati itself is younger than many of your documents, which is why your older papers say South Tripura while your newer ones say Gomati.

Quick answer

Udaipur is the headquarters of Gomati district, so revenue certificates and most office work are available here rather than in Agartala. The affidavit is sworn locally before a notary. The Gazette file goes to Delhi from anywhere in India. And if your documents disagree about which district you live in, that is usually the 2012 reorganisation rather than a mistake.

Key takeaways

  • Being a headquarters town means less travel, not more.
  • A district name difference across documents is usually the 2012 change.
  • That difference does not need correcting.
  • The affidavit is the only compulsory local appearance.
  • No Gazette counter exists in Udaipur or anywhere in the state.
  • People from Amarpur and Karbook come here, not to Agartala.

The 2012 district change

Name change services in Udaipur, Gomati district, Tripura
Same town, different district name, depending on the year.

On 21 January 2012 Tripura reorganised its four districts into eight. Gomati was carved out of South Tripura, with Udaipur as its headquarters. That is administrative history for most purposes, and a documentation fact for you.

What the reorganisation means for documents
Document issuedLikely names
Before January 2012South Tripura
After January 2012Gomati
An old birth certificateSouth Tripura, almost certainly
A recent AadhaarGomati
School records from the 1990sSouth Tripura
Anything issued this yearGomati

The same applies elsewhere in the state. Unakoti came out of North Tripura, and Khowai and Sepahijala out of West Tripura, on the same date, so people in Kailashahar, Khowai and Sonamura have exactly the same pattern in their papers.

Why that is not a document error

People bring us a birth certificate saying South Tripura and an Aadhaar saying Gomati and ask which one is wrong. Neither is. Each recorded the district as it stood when the document was made, and a district being renamed or divided does not make older records inaccurate.

District name differences and what to do
SituationWhat to do
Old and new documents name different districtsNothing. Both are correct for their date
An officer queries itExplain the 2012 reorganisation. It is well known locally
A form asks for your districtGive the current one, Gomati
Your name differs as wellThat is the real issue, and it is what this site is about
The village or town name differsWorth checking, since that can be a genuine error
Applying outside TripuraExpect more questions. Officers elsewhere know it less well
Do not try to get an old certificate reissued to say Gomati. It would be historically wrong, offices are unlikely to do it, and you would be spending effort creating a problem rather than solving one. If something needs explaining, explain it.

What is local to Udaipur

A headquarters town has the offices that smaller towns travel to, which changes the shape of this job considerably compared with, say, Karbook or Silachhari.

What Udaipur residents can do locally
StepLocal?
Swearing the affidavitYes, before a notary
Revenue certificatesYes. District and sub-divisional offices are here
Birth certificate mattersThe issuing body, which for the town is the municipality
Aadhaar updatesA Seva Kendra, generally available locally
Newspaper noticesBooked, not travelled to
Paying the Gazette feeOnline, from home

We have deliberately not printed office addresses or sitting days here, because those change and a confident wrong address costs you a journey. Ring the office before travelling, even within your own town.

The order to do things in from Udaipur

1

Settle the spelling

Before the notary, not after.

2

Swear the affidavit here

A short errand in a headquarters town.

3

Book both papers together

Arranged, no travel.

4

Pay online, file in Delhi

We lodge it. Nobody here travels for this.

5

Certificates at the district office

Available in Udaipur itself.

6

Passport last, at Agartala

The one trip out of the district.

What each step actually involves is on the name change process page, which this page does not repeat.

Coming in from Amarpur or Karbook

Gomati has three sub-divisions: Udaipur, Amarpur and Karbook. If you live in the latter two, some things are available in your own sub-division and some mean coming to Udaipur rather than going all the way to Agartala, which is worth knowing before you plan a long day.

Before you travel

  • Ring and ask what that office wants
  • Ask whether it can be done at your sub-division
  • Check whether the officer is sitting that day
  • Bring originals as well as copies

Combine the trip

  • Notary and certificate office on the same visit
  • Several certificates in one application round
  • Anything needing a Seva Kendra
  • Collecting documents you have already applied for

Board record correctionsThrough your school, then the board
University degree correctionsThe university that issued it

Only two of those involve a journey, and one of them is a board matter that has to happen wherever you live in India.

The affidavit, locally

An affidavit is sworn rather than filled in, so you appear in person, sign in front of the notary and have it attested. Notaries are found around court complexes, and Udaipur being a headquarters town means this is a short errand rather than a day out.

Take with you

  • Identity proof in your existing name
  • The exact old and new spellings, written down
  • Your full address as you want it printed
  • Both parents, if the affidavit is for a child

Decide beforehand

  • The exact spelling you are moving to
  • How your father's or husband's name is written
  • Whether a surname is one word or two
  • What reason you are giving

Get the spelling settled before this appointment, because the affidavit is what everything downstream copies. The format is on name change affidavit in Tripura.

The two newspapers

The rule is one Bengali daily and one English daily circulating in Tripura, with identical wording in both. This is arranged rather than travelled for, so living in Udaipur makes no difference to it.

Where the Gazette fits, from Udaipur

There is no Gazette counter in Udaipur, in Agartala, or anywhere else in Tripura. The file goes to a single office in Delhi, which means distance from the capital is irrelevant to this step. Anybody in Udaipur offering to file a Central Gazette notice locally is describing something that does not exist; what they can legitimately do is prepare papers and send them to Delhi.

What goes into the file

A Central Gazette file is five papers and the Department accepts or returns it as a whole. Nothing is returned afterwards, so it is assembled once and assembled properly.

The five papers in a Central Gazette file
PaperWhat it must say or be
1. The affidavitOn non-judicial stamp paper, notarised in person, giving the old name, the new name, the address and the reason. The one step nobody can do online
2. Two newspaper pagesOne Bengali daily and one English daily circulating in Tripura, identical wording, and the complete original page of each with masthead and date. A cutting is refused
3. The CD certificateA declaration that the soft copy matches the hard copy, accepting responsibility for any mismatch. The most commonly forgotten paper in the file
4. The request letterAddressed to the Controller, Publication Department, Civil Lines, Delhi 110054
5. The proforma, in two copiesComputer typed, not handwritten, signed in the existing old name, with two witnesses giving signature, full name and full address

What the notice actually says

Change of name style

No. ADVT IV /

I, [existing name], son of / daughter of [father's name], residing at [full address, Udaipur, Gomati, Tripura, PIN], hitherto known as [existing name], have changed my name and shall hereafter be known as [new name].

[Signed in the existing old name]  •  Witness 1 and Witness 2, each with signature, full name and full address

Correction style, where a record carries a wrong version

No. ADVT IV /

PUBLIC NOTICE

It is for general information that I, [your full name], son of / daughter of [father's name], residing at [full address, Udaipur, Gomati, Tripura, PIN], do hereby declare that my name has been wrongly written as [the wrong version, quoted exactly as printed] in my [name the record, with number and year], whereas my actual and correct name is [the correct version]. Both the said names refer to one and the same person, namely myself.

[Signature in your existing name]  •  Witness 1 and Witness 2, each with signature, full name and full address

Three details decide acceptance. A wrong version is quoted exactly as printed, spacing and punctuation included, and never tidied. Where several records carry it, each is named in turn with its own wrong version. And the proforma is computer typed in two copies, signed in the existing old name, with both witnesses giving a full address. Use your current district, Gomati, in the address. Every variant is on the proforma format page.

The stages, and how it is filed from Udaipur

Only one office in India accepts a personal name change file, the Department of Publication at Civil Lines, behind the Delhi Vidhan Sabha Metro Station, Delhi 110054, and there is no counter in Agartala or Udaipur. Our Delhi head office lodges it in person. The local part stays in Gomati: the affidavit sworn before a notary here, and both newspaper notices booked together so the file is not waiting on one of them. The Government fee is commonly Rs 1,100 for an adult and Rs 1,700 for a minor, paid on BharatKosh only, non-refundable and revised each financial year, with our service charge always given as a separate line before anything is paid. Publication appears in Part IV commonly 30 to 45 days after filing, on a weekly release cycle, and the copy is a free PDF from egazette.gov.in that never expires and needs no attestation for use in India. The full route is on Gazette name change in Tripura.

Udaipur and Gomati, frequently asked questions

My birth certificate says South Tripura but my Aadhaar says Gomati.+
Neither is wrong. On 21 January 2012 Tripura reorganised four districts into eight, and Gomati was carved out of South Tripura with Udaipur as its headquarters. Each document recorded the district as it stood when it was made, and a district being divided does not make older records inaccurate.
Should I get the old certificate reissued to say Gomati?+
No. It would be historically wrong, offices are unlikely to do it, and you would be spending effort creating a problem rather than solving one. If something needs explaining at a counter, explain it.
Which district should I write on a form now?+
The current one, Gomati. Use your present address as it stands today, including in the Gazette notice, and let older documents say what they have always said.
An officer questioned the difference. What do I say?+
Explain the 2012 reorganisation, which is well known locally. Expect more questions if you are applying outside Tripura, since officers elsewhere know the history less well. What does need attention is a difference in your name or in the village or town name, since those can be genuine errors.
Do I have to travel to Agartala?+
For most of it, no. Udaipur is a district headquarters, so revenue certificates and most office work are available here, and the affidavit is sworn locally. The main reasons to go to Agartala are passport work and anything the capital alone offers.
Is there a Gazette counter in Udaipur?+
No, and there is none anywhere in Tripura. The file goes to a single office in Delhi, so distance from the capital is irrelevant to that step. Anybody here offering to file a Central Gazette notice locally is describing something that does not exist, though preparing papers and sending them to Delhi is legitimate.
I live in Amarpur or Karbook. Where do I go?+
Gomati has three sub-divisions, and some things are available in your own sub-division while others mean coming to Udaipur rather than going all the way to Agartala. Ring first and ask whether it can be done locally, since that one call is worth more than any general advice.
What is the one thing I cannot avoid doing in person?+
Swearing the affidavit. It is sworn rather than filled in, so you appear before a notary, sign in front of them and have it attested. Notaries are found around court complexes, and in a headquarters town this is a short errand rather than a day out.
Which newspapers do I need?+
One Bengali daily and one English daily circulating in Tripura, with identical wording in both, and the complete original page of each is submitted rather than a cutting. We do not name a required title, and booking both together stops the file waiting on one of them.
Does it cost more because I am outside Agartala?+
No. The Government fee is the same, newspaper rates belong to the papers, certificate fees are set by the department, and stamp paper and notary charges are broadly similar across the state. Being in a headquarters town actually reduces the travel component.
Why does this page not list office addresses?+
Because locations, sitting days and requirements change, and a confident wrong address costs you a journey. Ring the office before travelling, even within your own town. That single habit prevents most wasted trips.
I live in a village committee area outside the town.+
Then the Village Committee holds your local records rather than a Gram Panchayat or the municipality. It matters most for birth certificates, which are corrected by the body that issued them, so establish which body that is before applying anywhere.

Who wrote and checked this page

This page is written and maintained by the Tripura Name Change documentation desk under founder Vipin Chauhan, B.Tech LL.B, who has 5+ years of direct filing experience with the Department of Publication in Delhi, with our Tripura office at Capital Complex in Agartala. The district reorganisation of January 2012 is a matter of public record. Office locations, sitting days and requirements are set locally and change, so we have described where each step belongs rather than listing addresses that would date.
