The 2012 district change
On 21 January 2012 Tripura reorganised its four districts into eight. Gomati was carved out of South Tripura, with Udaipur as its headquarters. That is administrative history for most purposes, and a documentation fact for you.

The same applies elsewhere in the state. Unakoti came out of North Tripura, and Khowai and Sepahijala out of West Tripura, on the same date, so people in Kailashahar, Khowai and Sonamura have exactly the same pattern in their papers.
Why that is not a document error
People bring us a birth certificate saying South Tripura and an Aadhaar saying Gomati and ask which one is wrong. Neither is. Each recorded the district as it stood when the document was made, and a district being renamed or divided does not make older records inaccurate.

Coming in from Amarpur or Karbook
Gomati has three sub-divisions: Udaipur, Amarpur and Karbook. If you live in the latter two, some things are available in your own sub-division and some mean coming to Udaipur rather than going all the way to Agartala, which is worth knowing before you plan a long day.

Where the Gazette fits, from Udaipur
There is no Gazette counter in Udaipur, in Agartala, or anywhere else in Tripura. The file goes to a single office in Delhi, which means distance from the capital is irrelevant to this step. Anybody in Udaipur offering to file a Central Gazette notice locally is describing something that does not exist; what they can legitimately do is prepare papers and send them to Delhi.

A Central Gazette file is five papers and the Department accepts or returns it as a whole. Nothing is returned afterwards, so it is assembled once and assembled properly.

Three details decide acceptance. A wrong version is quoted exactly as printed, spacing and punctuation included, and never tidied.
