On 21 January 2012 Tripura reorganised four districts into eight, and Unakoti was created out of North Tripura with Kailashahar as its headquarters. For people here that produces the sharpest before and after divide anywhere in the state, because nobody moved and yet everything issued after that date names a different district.

Where the Gazette fits, from Kailashahar
There is no Gazette counter in Kailashahar, in Dharmanagar, in Agartala, or anywhere in Tripura. The file goes to one office in Delhi, so this is the step where being in Unakoti costs you nothing whatever. Anybody locally offering to file a Central Gazette notice within the state is describing something that does not exist, though preparing papers and sending them to Delhi is legitimate work.

A Central Gazette file is five papers and the Department accepts or returns it as a whole. Nothing is returned afterwards, so it is assembled once and assembled properly.

Three details decide acceptance. A wrong version is quoted exactly as printed, spacing and punctuation included, and never tidied.
